イベント人数上限撤廃　飲食店５人以上も容認―政府のコロナ行動制限緩和案

　政府がまとめた新型コロナウイルス対策の行動制限緩和案の全容が１２日、分かった。大規模イベントは主催者が感染防止対策を策定した場合、収容定員を満たした開催を容認。飲食も現在５人以上の会食を避けるよう呼び掛けているが、制限を撤廃する。来週中に新型コロナ対策分科会を開き基本的対処方針を改定。月内にも適用する方針だ。
　現在、大規模イベントの参加人数は「５０００人または収容定員５０％以内のいずれか大きい方」と定めている。例えば、４万人収容の施設の上限は２万人となる。
　緩和案は、観客が大声を出さず、換気などの対策に万全を期す「感染防止安全計画」の策定を条件に、収容定員までの観客を認める。緊急事態宣言地域でも、安全計画を前提に上限１万人、まん延防止等重点措置地域では２万人までとする。
　飲食店については、今も原則５人以上の会食は避けるよう求めているが、これを撤廃。宣言が発令された場合も、現行基準では午後８時までの営業時間の短縮要請としているが、都道府県が認証した店では午後９時までに緩和。重点措置では、認証店であれば時短要請をしない。（2021/11/12-20:49）

Japan to Allow Large-Scale Events at Full Capacity

The Japanese government plans to allow large-scale events to operate at full capacity on condition that COVID-19 preventive measures are taken, sources familiar with the matter said Friday.
   The COVID-19 countermeasures include preventing spectators from making loud voices and ensuring that a venue is ventilated.
   Currently, large-scale events are allowed to operate with a maximum of 5,000 spectators or at 50 pct capacity, whichever is greater.
   Up to 10,000 spectators will be allowed in areas under a COVID-19 state of emergency if infection prevention measures are in place. In areas in a pre-emergency stage, up to 20,000 spectators will be allowed.
   The new rules are expected to take effect as early as this month, the sources said.
