「トヨタ方式」に見直し論　コロナで供給網の弱点露呈―米

　【ワシントン時事】トヨタ自動車の生産方式として世界に広まった、過剰在庫を持たない「ジャスト・イン・タイム」方式の見直し論が米国で浮上している。新型コロナウイルス危機から経済が再開する中、需要急増に効率最優先のサプライチェーン（供給網）が対応し切れない弱点が浮き彫りになったからだ。だが同方式を改めれば生産コストが増え、物価上昇を招くリスクもはらむ。
　「ジャスト・イン・タイムは（危機時の）復元力を考慮していない」。レモンド米商務長官は１日の会合で、「トヨタ方式」のもろさを突いた。コロナや気候変動といったショックに対し、「ジャスト・イン・ケース（万が一の備え）を考えなければならない」と訴えた。
　米政府は生産環境の激変が経済に幅広く影響を及ぼした事態を問題視。「民間部門に供給網の復元力を高め、供給業者を増やすよう促していく」（レモンド氏）方針だ。
　一方、調達体制を見直し始めた民間企業もある。アトランタ連邦準備銀行のボスティック総裁は「多くの企業幹部は『ジャスト・イン・タイム』から『ジャスト・イン・ケース』に在庫システムを変更しつつある」と語っている。
　ただ、在庫を多く抱えれば生産効率が落ちるため、コスト増は避けられない。カンザスシティー連銀のジョージ総裁は「ジャスト・イン・タイムをやめれば在庫増を招き、幅広い物品の価格が一段と押し上げられる可能性がある」と、インフレが加速するリスクに警鐘を鳴らした。（2021/11/09-07:08）

U.S. officials including the commerce chief have called for reconsideration of the just-in-time production system, a lean inventory management model that spread across the world from Japan's Toyota Motor Corp. .
   During a meeting on Nov. 1, Commerce Secretary Gina Raimondo offered the view that the just-in-time system, which minimizes inventories and gives top priority to efficiency, does not take account of resilience at times of crisis, such as the coronavirus pandemic and climate change, according to sources with access to the meeting.
   Raimondo then underscored the importance of private-sector manufactures always being ready just in case by improving supply chain resilience and increasing the number of suppliers, so they can cope with a post-crisis demand surge.
   U.S. companies have increasingly been reviewing their procurement systems, according to Federal Reserve Bank of Atlanta President Raphael Bostic.
   Many corporate executives disclosed that their firms are changing their inventory systems from "just in time" to "just in case," Bostic said.
