緊急事態宣言、７日に決定　菅首相「国民の安心最優先」

　菅義偉首相は５日午前の自民党役員会で、東京都と埼玉、千葉、神奈川３県を対象とする緊急事態宣言の発令を７日に決定する方針を表明した。宣言発令は昨年４月に続いて２回目。東京を中心に新型コロナウイルスの感染状況が深刻になっていることを踏まえた対応で、政府は宣言下で取る措置の具体化など準備作業を加速させた。
　首相は役員会で、緊急事態宣言に関して「国民が政府・与党に一番望んでいることは安心と希望だ。最優先はコロナ対策、しっかり頑張っていきたい」と語った。
　宣言は新型コロナ対策の特別措置法に基づく。政府は感染リスクの高い飲食店などを対象として限定的に対策を講じる方針だ。期間は１カ月程度を軸に調整する。専門家らでつくるコロナ対策分科会を６日に開き、その意見を受けて具体的な措置を詰め、７日の「基本的対処方針等諮問委員会」の議論を経て同日中に政府対策本部で正式決定する運び。
　加藤勝信官房長官は５日の記者会見で、緊急事態宣言について「講ずるべき措置の具体的な地域、内容、時期などと併せ、解除の基準などについても政府内で検討した上で基本的対処方針等諮問委員会で議論していただく」と説明。宣言の効力は「官報掲載の時点をもって発生する」と明らかにした。
　政府・与党は１８日召集予定の通常国会にコロナ対策の実効性を高めるための特措法改正案を提出し、２月上旬の成立を目指す。５日午後に政府・与野党連絡協議会を国会内で開き、改正に向けた検討を進める。（2021/01/05-12:55）

The Japanese government plans to declare a fresh state of emergency over the novel coronavirus for Tokyo and three neighboring prefectures on Thursday, Prime Minister Yoshihide Suga said Tuesday.
   Suga announced the plan at an executive meeting of his ruling Liberal Democratic Party in response to a surge in coronavirus cases mainly in the capital.
   It will be the second such declaration in Japan since the pandemic broke out and the first since April last year.
   "People want the government and the ruling camp to ensure safety and hope above all. We'll work hard on coronavirus countermeasures as the highest priority," Suga said.
   The emergency declaration will cover Tokyo and the three surrounding prefectures of Saitama, Chiba and Kanagawa.
