２２年に経済安保法制定を　自民提言案が判明

　国家戦略としての経済安全保障の確立に向け、自民党の新国際秩序創造戦略本部が年内の取りまとめを目指す提言案の全容が１１日、判明した。官民連携して経済的繁栄に取り組む「経済安全保障一括推進法（仮称）」を２０２２年の通常国会で成立させることなどが柱。党内手続きを経た上で、近く政府に提出する。
　提言案は、米中両国の経済対立などを踏まえ、「国際社会のパワーバランスに大きな変化が生じている。不確実性はむしろ拡大している」と指摘。その上で、政府に「わが国の独立と生存および繁栄を経済面から確保する経済安全保障戦略の策定」を要求した。
　重点的に取り組むべき課題として、情報通信インフラの整備、技術革新の支援など１６分野を明示した。最先端技術を含む機密情報の海外流出を防ぐため、情報保全に関する資格制度の導入や、外国人学生・研究者の受け入れ審査の厳格化などを訴えた。
　国際社会のルール形成を主導するため、国際機関のトップに閣僚経験者の登用を目指すよう提起。日本人職員を増やすための人材育成の必要性も指摘した。
　日本銀行に対して、中央銀行デジタル通貨（ＣＢＤＣ）の技術的検証を２２年度までに行い、早期導入に取り組むよう求めた。
　新たな感染症の流行に備えた医療用物資の国内生産体制の拡充や、和牛など日本産品の遺伝子資源に関する知的財産管理の強化も盛り込んだ。（2020/12/12-08:04）

Japan's ruling Liberal Democratic Party plans to aim for the enactment of legislation on economic national security at the regular session of the Diet, the country's parliament, in 2022, it was learned Friday.
   This will be part of a proposal the LDP's headquarters for a new international order aims to compile by the end of this year. It will be submitted to the government after necessary intraparty procedures.
   A draft of the proposal notes that "a major shift is occurring in the power balance in international society" due to factors, such as economic frictions between the United States and China, and that "uncertainty is growing." The government should "draw up an economic security strategy in order to ensure our nation's independence and survival, as well as its prosperity, from an economic perspective," it said.
   The draft identifies 16 areas in which the government should focus its efforts, such as upgrading the country's information and communications infrastructure and aiding technological innovation. It calls for the introduction of a qualification system for information security and tighter screenings for accepting foreign students and researchers, in order to prevent leaks of classified information such as that relating to cutting-edge technologies.
   The draft proposal urges the government to seek to have former Japanese cabinet members appointed as the heads of international organizations so that Japan can lead international rulemaking. It also stresses the need for personnel development to increase the number of Japanese staff at international institutions.
