米、パリ協定に復帰　５０年温室ガスゼロも宣言―バイデン氏勝利・米大統領選

　米大統領選で勝利が確実となった民主党のバイデン氏は、来年１月の大統領就任初日に地球温暖化対策の国際枠組み「パリ協定」への復帰の手続きを取る見通しだ。２０５０年までに温室効果ガスの実質排出ゼロを目指すことも公約に掲げるなど、対策に後ろ向きだったトランプ政権から政策を１８０度転換するとみられる。
　米国は今月４日にパリ協定を正式に離脱したが、日本の政府関係者は、温暖化対策に積極的なバイデン氏が大統領になれば「米国の気候変動対策は、トランプ政権と正反対になる」と指摘。菅義偉首相が５０年までに国内の温室ガス排出実質ゼロを宣言したことを踏まえ、この関係者は「目標の達成に向け、米国としっかり協力する」と強調した。
　電力中央研究所の上野貴弘上席研究員は「米国は世界一の経済規模があり、技術力や外交的な力が大きい」と話す。その上で「米国がパリ協定に復帰することで、（温暖化抑制に向け）協定が掲げる目標の実現へ世界が動きやすくなる」と説明する。
　バイデン氏は、国内では温室ガス排出削減のための規制強化や、温暖化対策につながるインフラへの投資などに２兆ドルを投入する計画を進める見込み。また、対外的には、温室ガス削減目標の引き上げを各国に働き掛けるほか、気候変動対策が不十分な国からの輸入品に関税などを設定することも検討している。（2020/11/09-07:31）

The United States is expected to make a swift return to the Paris climate agreement following Democrat Joe Biden's victory in the presidential election.
   The administration of U.S. President Donald Trump officially left the climate pact on Wednesday. But Biden is likely to take procedures to bring the country back into the agreement on the first day of his presidency, sources familiar with the matter said.
   Biden has also promised to make the United States carbon neutral by 2050. "The United States is expected to make a 180-degree turn on climate change," a Japanese government official said.
   Japanese Prime Minister Yoshihide Suga has also said his country will achieve net zero emissions by 2050. Japan "will work closely together with the United States to achieve the goal," the government official said.
   A U.S. return to the Paris agreement is expected to help accelerate the fight against climate change, said Takahiro Ueno, senior researcher at Central Research Institute of Electric Power Industry, a Japanese think tank.
