菅内閣、「前例打破」で成果急ぐ　学術会議、合同葬が火種―１６日で発足１カ月

　菅内閣の発足から１６日で１カ月を迎えた。菅義偉首相は「あしき前例主義」の打破を標ぼう。国民に身近な課題に照準を絞り、迅速に成果を挙げることに主眼を置く。一方、日本学術会議をめぐる問題は、沈静化が見通せないまま。故中曽根康弘元首相の合同葬に合わせ、国立大に弔意表明を求めたことも、新たな火種として浮上した。
　携帯電話料金の引き下げ、不妊治療の保険適用、行政手続きのデジタル化。首相は就任直後から、看板政策の担当閣僚を首相官邸に呼び、矢継ぎ早に指示を出した。
　スピードを重視するのは、首相の自民党総裁任期が来年９月、衆院議員任期が同１０月に、それぞれ満了を迎えるためだ。１年以内の衆院解散・総選挙に備え、実績づくりの狙いが透ける。加藤勝信官房長官は１５日の記者会見で「国民のために働く内閣として、課題をスピード感を持って解決していくことが大事だ」と語った。
　首相はこの１カ月、連日のように経営者や学者ら民間人と面会。「霞が関」を経由しない情報収集に努め、国民目線の課題を探る。周囲には「普通なら経団連会長にまず会うだろうが、俺は違う」と現場重視を訴える。
　その一方で、目指す社会像については「自助、共助、公助、そして絆だ」と繰り返すのみ。具体論はいまだ示されないままだ。
　手腕が未知数とされた外交分野では、日米同盟の強化や「自由で開かれたインド太平洋」構想の推進など、安倍晋三前首相の路線を「継続」する姿勢を堅持。首相周辺は「外交はいかに相手国に安心を与えるかだ」と強調する。
　今後、北朝鮮による日本人拉致問題や、ロシアとの北方領土問題など、前政権でも停滞した課題について、解決に向けた展望を描けるかが焦点だ。
　学術会議の会員候補６人を任命しなかった問題は、新政権に対する「ご祝儀ムード」を一変させた。首相は「推薦された方をそのまま任命してきた前例を踏襲して良いのか考えた」と判断の正当性を強調するが、野党は２６日召集の臨時国会で徹底追及しようと手ぐすね引く。
　１７日に行われる中曽根氏の内閣・自民党合同葬をめぐり、文部科学省が全国の国立大などに弔旗や黙とうを求める通知を出したことも波紋を広げた。「教育現場への政治介入」との指摘もあり、臨時国会の争点となりそうだ。（2020/10/16-07:09）

Japanese Prime Minister Yoshihide Suga's administration, launched a month ago, appears to be hurrying to develop a list of achievements, with the next general election looming in less than a year.
   Speaking to reporters at the prime minister's office on Friday, which marked the start of his second month in office, Suga indicated his eagerness to produce results.
   "What I always keep in mind is that we'll take action on things that need to be done, promptly and without hesitation," Suga said. "We'll also proceed with a reduction in mobile phone rates and other reform items in order of feasibility, so that we can deliver tangible benefits to the people."
   The ruling Liberal Democratic Party, headed by Suga, is slated to hold a leadership election in September 2021. The next House of Representatives election is due to take place by October the same year, at the end of the current term of Lower House members.
   "One month has already passed since my cabinet was launched to work for the people, and I just feel that it was so fast that I've had no time to look back," Suga said. "We face a mountain of various challenges, and we'll address them one by one in a steady manner, without forgetting our initial objectives."
