「脱はんこ」へ法改正 全省庁で行政手続き見直し―規制改革会議

 政府は7日、規制改革推進会議(議長・小林喜光三菱ケミカルホールディングス会長)の会合を首相官邸で開いた。首相は全省庁の行政手続きを対象に、押印廃止や書面・対面主義の見直しに向けた方針を速やかに策定するよう指示した。関係省令・告示を年内に改正し、来年1月召集の通常国会に関連法案の提出を目指す。
 首相は行政手続きについて「書面・押印・対面主義の見直しを抜本的に進めている」と脱はんこの必要性を強調。規制改革担当相が既に「押印の原則廃止」を打ち出したことに触れ、「その方針を前提として近日中に全省庁で全ての行政手続きの見直し方針をまとめてほしい」と述べた。(2020/10/07-11:22)

Japan Govt to Fully Review Procedures to End "Hanko" Use


Japanese Prime Minister Yoshihide Suga on Wednesday instructed all government agencies to swiftly draw up policies for scrapping the use of "hanko" seals and other red tape in administrative procedures.
   The instruction was given at a meeting of the government's Council for Promotion of Regulatory Reform, headed by Mitsubishi Chemical Holdings Corp. Chairman Yoshimitsu Kobayashi.
   The government aims to revise related ministerial ordinances and notifications by year-end and submit necessary legislation to next year's regular session of the Diet, the country's parliament, to be convened in January.
   "We're making a drastic review" to the current administrative procedures that are based on the use of hanko seals and paper documents and require face-to-face communication, Suga said.
   "All government ministries and agencies are requested to compile policies for reviewing administrative procedures soon," in line with the policy of basically abolishing the use of seals in administrative procedures, recently released by regulatory reform minister Taro Kono, Suga said.
