自治体ＤＸ計画、年内に　「関係人口」拡大にも意欲―武田総務相インタビュー

　武田良太総務相は２３日のインタビューで、デジタル技術で既存制度を変革する「デジタルトランスフォーメーション（ＤＸ）」を各地方自治体で推進するための計画を年内に策定する考えを明らかにした。新型コロナウイルスの感染拡大による社会の変化を踏まえ、特定の地域と継続的に関わる「関係人口」拡大にも意欲を示した。
　―自治体のデジタル化をどう進めるか。
　デジタル化を抜本的に進めるため、自治体ＤＸの推進計画を年内に策定し、自治体が取り組むべき施策を示し、国としての促進策を盛り込む。新型コロナ感染拡大の中、自治体のデジタル化の重要性が改めて認識されている。行政手続きのオンライン化やシステム標準化などの取り組みを加速させたい。
　―地方活性化への取り組みは。
　ポストコロナの社会を見据え、密な都市生活を回避する新たな価値観が芽生えたことを踏まえ、都市部の多様な人材の地方回帰を支援するのが重要だ。「地域おこし協力隊」の拡充や、「関係人口」の創出拡大を図りたい。
　―東京一極集中の是正に向けた対策は。
　東京の機能や人材を地域に分散させる施策が求められる。そのためには魅力のある地方をつくるのが重要。地方の魅力が増せば一極集中は是正されてくる。一気にできなくても、少しずつ前に進めるのが重要だ。
　―携帯電話料金の引き下げにどう取り組むか。
　諸外国と比較した時に、大容量プランでかなり高い水準だ。乗り換え手数料の問題や複雑な（料金）プランの問題などにも積極的に取り組み、総合力で目的を果たしたい。
　―ＮＨＫがインターネット関連事業費の上限撤廃案を公表した。
　放送法でネット活用業務は過大な費用を要するものでないことが求められている。費用の上限を定め、抑制的なものになるよう期待したい。（2020/09/24-07:18）

The Japanese government will draw up plans to promote digital transformation, or DX, at local governments by the end of this year, Internal Affairs and Communications Minister Ryota Takeda has said.
   "For drastic digitization (of local governments), we'll map out DX promotion plans for local governments within this year, specifying steps they should take and including the state's support measures," Takeda said in an interview on Wednesday.
   "Amid the spread of the novel coronavirus, there is renewed recognition of the significance of the digitization of local governments," the minister claimed.
   "We hope to step up efforts to make administrative procedures available online and standardize systems," he said.
   Takeda also expressed his eagerness for regional revitalization, including the expansion of "related populations," or people who have regular contact with certain regions outside where they live.
