二階幹事長続投へ　政調・下村氏、総務・佐藤氏、選対・山口氏―自民役員人事

　自民党の菅義偉新総裁は１４日、二階俊博幹事長（８１）を続投させる方針を固めた。政調会長に細田派の下村博文選対委員長（６６）、総務会長に麻生派の佐藤勉・衆院憲法審査会長（６８）、選対委員長に竹下派の山口泰明・党組織運動本部長（７１）をそれぞれ起用する。党幹部が明らかにした。
　石原派の森山裕国対委員長（７５）の再任も固まった。総裁選で菅氏を支持した細田、麻生、竹下、二階、石原の５派閥のバランスに配慮した。幹事長代行には無派閥の野田聖子元総務相（６０）を充てる。１５日に党役員人事を決定し、新内閣は１６日に発足する。
　菅氏は総裁選出後の記者会見で、新政権での課題に「規制改革」を挙げ、「改革意欲のある人、改革に理解を示す人を中心に人事を進める」と表明。「（人材は）いろんな派閥に散らばっている」とも指摘し、党内から幅広く起用する方針を示した。
　官房長官には、竹下派の加藤勝信厚生労働相（６４）や細田派の萩生田光一文部科学相（５７）、菅氏と同じ無派閥の梶山弘志経済産業相（６４）らの名前が挙がっている。自身の後任となる官房長官について菅氏は、「全体的に考えて総合的な力がある人が一番落ち着く」と指摘した。
　総裁選勝利に貢献した二階氏と麻生太郎副総理兼財務相（７９）については「極めて政権運営で重要な２人だ」と強調。麻生氏も続投するとの見方が強まっている。引き続き国会運営の司令塔となる森山氏に関しては「政治経験も豊かで、能力を大変高く評価している」と語った。
　菅氏が「安倍政権の継承」を掲げた経緯から、閣僚の多くが再任するとの観測も出ているが、菅氏は「首相が代わるわけだから思い切って私の政策に合う人を登用する」との意向を示した。
　人事では、総裁選を戦った岸田文雄政調会長（６３）、石破茂元幹事長（６３）の処遇も焦点。これに関し菅氏は「総裁選が終わった時点で（戦いは）全て終了した」と述べたが、それ以上の言及は避けた。（2020/09/15-00:17）

Yoshihide Suga, who was elected new president of the Liberal Democratic Party on Monday, plans to retain Toshihiro Nikai, 81, as secretary-general of the Japanese ruling party, senior party officials said.
   Suga, set to be picked as Japan's new prime minister to succeed outgoing Shinzo Abe in a vote in the Diet, the country's parliament, on Wednesday, is also likely to keep Hiroshi Moriyama, 75, in the post of Diet affairs chief of the party, the officials said. Moriyama is a member of the LDP faction headed by former LDP Secretary-General Nobuteru Ishihara.
   Meanwhile, Suga is expected to appoint Tsutomu Sato, 68, who belongs to the LDP faction led by Deputy Prime Minister and Finance Minister Taro Aso, as chairman of the LDP General Council, the officials said. Sato is now head of the Commission on the Constitution of the House Representatives, the lower chamber of the Diet.
   Suga is set to decide the lineup of new LDP executives on Tuesday before launching his cabinet on Wednesday. He has supported the administration of Abe, who announced late last month his resignation as prime minister and LDP president for health reasons, as chief cabinet secretary for seven years and eight months.
   Health, Labor and Welfare Minister Katsunobu Kato, 64, a member of the faction led by former LDP General Council Chairman Wataru Takeshita, Education, Culture, Sports, Science and Technology Minister Koichi Hagiuda, 57, a member of the faction headed by former LDP Secretary-General Hiroyuki Hosoda, and Minister of Economy, Trade and Industry Hiroshi Kajiyama, 64, who, like Suga, does not belong to any intraparty faction, have emerged as candidates for new chief cabinet secretary to succeed Suga.
