「夜の街」風営法で立ち入り　休業補償へ特措法改正を―菅官房長官

　菅義偉官房長官は１９日、新型コロナウイルスの温床と指摘される「夜の街」での感染拡大を防ぐため、風営法に基づく警察の立ち入り検査を全国で実施し、感染防止のガイドラインを順守するよう促していく考えを明らかにした。休業要請に伴う補償制度の導入を含め、コロナ対策の特別措置法を将来的に再改正する必要性にも言及した。
　菅長官はフジテレビの番組で「コロナの根源がどこにあるかが分かってきた」と述べ、感染封じ込めのカギは「接待を伴う飲食店」での防止策の徹底との認識を示した。その上で「ホストクラブやキャバクラには風営法で立ち入りできる。思い切ってやっていく必要がある」と指摘した。
　風営法は「警察職員は法施行に必要な限度で風俗営業の営業所などに立ち入ることができる」と定めている。菅長官は「警察が足を踏み入れ、根源を一つ一つつぶしていきたい」と強調した。
　菅長官はまた、「新しい法律は必要だ」として、特措法を改正すべきだと表明。休業補償の法制化に関しても「最終的には必要だ。要請で休業したら当然そうだ」と明言した。ただ、「今は現に何をするかが問われている」とも語り、法改正は中長期的課題との認識を示した。
　軽症・無症状者用の宿泊施設確保に関し、菅長官は「やはり都の問題だ」と重ねて強調。「特別区そのものを見直すいい機会だ」と、東京２３区の位置付けを見直す可能性にも触れた。
　一方、西村康稔経済再生担当相は１９日、都を中心に新規感染者が急増していることについて「非常に危機感を強めている」と述べた。感染状況を分析するため、感染症専門家らによる新型コロナ対策の分科会を週内にも開く方針も示した。視察先の神戸市内で記者団に語った。（2020/07/19-19:28）

Japanese Chief Cabinet Secretary Yoshihide Suga on Sunday suggested the possibility of on-site inspections being carried out on nightlife establishments over the novel coronavirus epidemic under the law on regulating adult entertainment business.
   "On-site inspections are possible under the adult entertainment business law, so we need to act decisively" against uncooperative stores, the top government spokesman said in a television program after cluster infections were found to have occurred at such facilities as cabarets and so-called host clubs.
   At a time when new cases of infection are increasing nationwide, Suga stressed the importance of strengthening actions against nightlife establishments with hospitality services that do not take sufficient antivirus measures, saying, "We need to deal with such facilities one by one through raids by police under the law."
   Suga also showed eagerness to amend again a special measures law for combating the virus in the future to allow business suspension requests to be made to prevent the spread of the virus while paying compensation to businesses that follow such requests.
   "A new law is necessary," Suga said. The current law does not have a clause on such compensation.
