関電監査役、社内調査後に問題把握＝「違法性なし」と判断

　関西電力幹部らが福井県高浜町の元助役（故人）から多額の金品を受け取った問題で、昨年９月に社内調査報告がまとまった後、関電監査役が金品授受の実態を把握したにもかかわらず、「違法性はない」と判断していたことが４日、分かった。
　関電はこの問題を取締役会や監督官庁の経済産業省に報告しておらず、一部報道を受けた今年９月２７日の記者会見で初めて公表した。取締役の職務執行を本来厳しく監視すべき監査役会が結果的に問題の隠蔽（いんぺい）に加担した形で、同社をめぐるガバナンス（企業統治）不全が改めて浮き彫りになった。
　関電は昨年９月、岩根茂樹社長、八木誠会長を含む２０人が森山栄治元助役から約３億２０００万円分もの金品を受領したとする報告書をまとめた。報告書には、多額の金品を個人で管理していたことや、森山氏に対する原発関連工事の情報提供などが「会社全体を大きなリスクにさらすことになりかねない」と記載されていた。
　監査役の一人は取材に対し、「社外の弁護士が半数入った調査で『違法性はない』という結論だった。それ以上は追及する必要はないと考えた」と語った。（2019/10/04-11:14）

Kansai Electric Power Co. auditors were aware from a while ago that many executives had received money and goods from an influential person in a nuclear plant host town, it was learned Friday.
   Kansai Electric did not disclose details of the scandal until Sept. 27 this year. The problem had not been reported to the board of directors or the industry ministry, which supervises power companies.
   The auditors came to know of the scandal after Kansai Electric drew up a report of its internal probe into the scandal in September last year.
   The scandal remained undisclosed after the auditors became aware of it. This shows that the company's corporate governance system did not work properly.
   The report said that 20 executives, including President Shigeki Iwane and Chairman Makoto Yagi, received 320 million yen's worth of money and goods from the late Eiji Moriyama, former deputy mayor of the town of Takahama, Fukui Prefecture, central Japan, which hosts the company's Takahama nuclear plant.
