事業規模、計２００兆円超　１、２次補正で「空前絶後」―２７日閣議決定と安倍首相

　安倍晋三首相は２５日の記者会見で、２０２０年度第２次補正予算案を２７日に閣議決定すると表明した。事業規模は１次補正と合わせ「２００兆円を超える」と明言。「空前絶後の規模、世界最大の対策で、１００年に１度の危機から日本経済を守り抜く」と強調した。
　政府が４月に策定した緊急経済対策の事業規模は１１７兆円。事業規模は２次補正でも１００兆円程度となる見通しだ。
　新型コロナウイルスの感染拡大で打撃を受けた企業の支援について、首相は「総額で１３０兆円を超える強力な資金繰り支援を実施する」と述べた。政府系金融機関などを通じ、破綻した場合の元本返済の優先順位が低い劣後ローンに加え、出資枠の拡大で資本を増強。企業の財務基盤を支える。
　日銀が２２日に中小企業や個人事業主への新たな資金供給策を決めたことにも触れ「今後とも政府と日銀が一体となって、あらゆる手段を講じていく」と語った。
　家賃の支払いが困難な中小事業者などを対象に、最大で６００万円を給付する新制度の創設も発表した。首相は、１次補正で１兆円計上した地方自治体への臨時交付金を２次補正で２兆円増額し計３兆円に拡大する考えを示した。
　新型コロナの感染の有無を調べる検査体制の強化については「２兆円を超える予算を積み増す」とした上で、医療従事者、介護事業者に最大２０万円の現金を給付することも明らかにした。（2020/05/25-21:24）

Japanese Prime Minister Shinzo Abe said Monday that the total value of his government's first and second fiscal 2020 supplementary budgets will top 200 trillion yen.
   "With the unprecedented and the world's biggest programs, We'll protect the Japanese economy from a once-in-a-century crisis," Abe said at a press conference, referring to the coronavirus pandemic.
   The cabinet is scheduled to adopt a second supplementary budget plan on Wednesday, Abe said after fully lifting the country's coronavirus state of emergency.
   The first supplementary budget, designed to partly finance 117 trillion yen's worth of coronavirus relief measures, was enacted in April.
   Abe said that powerful measures worth over 130 trillion yen will be taken to aid the finances of companies hit by the pandemic.
