空き地再生、地域連携で　「ランドバンク」事業着手―国交省

　国土交通省は２０２０年度、放置された空き地を適切に管理し、再利用に結び付ける「ランドバンク」のモデル事業に乗り出す。地方自治体やＮＰＯなどが調整役となり、地域のニーズに応じた活用方法を検討。国交省が経費の一部を支援する。先代から相続しても活用せずに荒れ地となるケースは全国各地で増えつつあり、同省は地域連携型の土地再生に期待している。
　具体的には、自治体やＮＰＯが、金融機関や不動産鑑定士、司法書士といった専門家と連携してランドバンクを形成。土地所有者からの相談を受けるほか、地域の空き地情報を収集し、適切な管理や利用の仕方を検討する。国交省は土地活用の計画策定や事務費などの経費として、１件当たり３００万円を上限に支給する。
　ランドバンクが扱うのは、不動産取引が成立しづらい立地や狭い土地などが主な対象となる。活用例として、駐車場や家庭菜園、隣家への売却などを想定。地域住民が求める新たな価値を生み出せるかが問われる。
　人口減少や相続関係の複雑化を受け、有効に活用されずに放置される空き地や所有者不明の土地の問題は深刻化している。政府はこれまで、工程表に沿って土地基本法を改正。空き地や所有者が分からないケースを含めた土地の需要喚起や取引のマッチングに取り組む方針を打ち出した。
　秋には、相続登記の義務付けなどを盛り込んだ民事法制の見直しを目指す。さらに、６月末にも策定が見込まれる経済財政運営の基本指針「骨太の方針」では、２１年以降の土地利用に関する新たな施策目標を盛り込む。（2020/05/06-07:16）

Japan's land ministry will begin a model project for so-called land banks in fiscal 2020, which started last month, aiming to manage appropriately land plots that are left unused and find new ways to utilize them through regional cooperation.
   Under the project, local governments and nonprofit organizations will act as coordinators to consider how to utilize idle land plots in line with regional needs, with the ministry planning to shoulder some related costs.
   With an increasing number of inherited land plots becoming wasteland across the country, the ministry hopes to facilitate the utilization of such land through regional partnerships, officials said.
   The land bank system has been adopted by some municipalities, including Tsuruoka in Yamagata Prefecture, northeastern Japan. It will be the first time for the central government to introduce such a system.
   Specifically, municipalities and NPOs will create land banks with local financial institutions, real estate appraisers and judicial scriveners under the land ministry project.
