４月１日ごろ減少転じたか　外出自粛要請など契機―専門家会議

　新型コロナウイルス対策を検討する政府専門家会議は、１人の感染者が平均してうつす人数「実効再生産数」が４月１日ごろに「１」を下回り、感染が減少傾向に転じたとみられるとの分析をまとめた。「一定の成果が表れ始めた」と外出自粛要請など一連の対策を評価したが、人と人の接触の８割減は未達成で、減少ペースは緩やかだとした。
　同会議で感染状況の推計に当たる西浦博・北海道大教授（理論疫学）は、東京都内の感染が減少に転じた要因は、３月２５日の小池百合子都知事による外出自粛要請などが考えられると指摘。緊急事態宣言の後、感染リスクの高いナイトクラブなどに対し休業を要請した効果も大きいとした。４月１０日の実効再生産数は０．５に低下したが、「今後も維持できるか見る必要がある」と慎重な対応を求めた。
　感染の減少が緩やかな要因としては、医療機関や福祉施設内での集団感染を挙げた。仕事に就いている３０代以上の年代では、接触減が８割に達していないとの分析も明かした。
　全国の同１０日の実効再生産数は０．７で、東京ほどの低下はみられなかった。
　大石和徳・富山県衛生研究所所長は「感染減のスピードが鈍いのは、政府の対応も影響している」とした。緊急事態宣言発令や店舗の休業要請、テレワークの推進などで、実施の遅れが目立つと指摘した。
　大橋順・東京大准教授（集団ゲノム学）も「感染減は不十分で、宣言を解除すればすぐに患者が急増する」と分析。「ロックダウン（都市封鎖）をしなくても、現状程度に接触を制限すれば感染が減りそうだと分かったのは良かった。今後の政策に生かしてほしい」と求めた。（2020/05/02-07:38）

The spread of the novel coronavirus in Japan is believed to have peaked out around April 1, a panel of experts set up by the government has said.
   The average number of people whom an infected person will transmit the coronavirus to, or the so-called effective reproduction number, fell below one in the country around April 1, according to a report by the panel on Friday.
   Still, the panel noted that the number of new infections is decreasing only slowly, as social distancing efforts have been missing the government's goal of reducing interpersonal contact by 80 pct.
   Group infections at medical and welfare facilities also seem to be keeping the reproduction number from dropping sharply, it said.
   On April 10, the nationwide reproduction number came to 0.7, while Tokyo's number fell to 0.5.
