被災地、仮設用地なく　なお４００人超避難―能登大雨１カ月

　能登半島北部を襲った大雨災害は２１日で１カ月を迎えた。石川県によると、１８日現在の避難者数は宿泊施設への２次避難を含めて４３４人で、災害数日後から大きく減っていない。用地不足で応急仮設住宅の建設が遅れているためで、生活再建の壁となっている。
　９月２１日は輪島市で１時間雨量１２１ミリの観測史上最高を記録し、気象庁は同市と珠洲市、能登町に大雨特別警報を発令。河川の氾濫や土砂崩れで１４人が犠牲となり、１人が行方不明、１４８７戸の住宅が被害を受けた。元日の能登半島地震の傷痕が残る中、インフラの復旧も遅れており１６日現在、１０１２戸で断水が続いている。
　県によると、大雨で新たに必要になった仮設住宅は輪島、珠洲両市で計３９０世帯分。輪島市では小学校のグラウンドなど、広くまとまった土地は地震後に建てた仮設住宅でほぼ使い果たしたといい、担当者は「２階建てで建設せざるを得ない」と説明する。
　同市杉平町で１８日に着工した８６世帯分の用地は、市が災害公営住宅のために確保していたものだ。２階建てのため、完成までにはプレハブ平屋型より長い３～４カ月が見込まれ、入居を待てば厳冬期も避難所生活が続く恐れがある。
　母親と避難所に身を寄せる同市の吉村晃一さん（５２）は、大雨で自宅の裏山が崩れ、仮設住宅への入居を望んでいる。「地震に続く豪雨で心が折れた。少しでも光が見えるよう、安心して住める場所が早く欲しい」と語る。
　両親を含む一家７人で避難所に暮らす谷内香奈子さん（４３）は、元日の地震で県南部に避難し、ようやく戻った自宅を洪水で流された。小学１年の長男がストレスを抱えがちといい、「住む場所があちこち変わるのがかわいそうで、早く落ち着きたい」と話す。
　主力産業である農業も打撃を受けた。県によると奥能登地域の昨年の水稲作付面積の３分の１に当たる９５０ヘクタールが冠水、４００ヘクタールに土砂や流木が堆積した。輪島市町野町で農業法人を営む川原伸章さん（４７）は「地震で作付けが減る中、これから収穫という時期だった。痛手しかない」と苦境を訴えた。（2024/10/21-07:00）

Over 400 people remain evacuated in Ishikawa Prefecture one month after the heavy rain that caused floods and landslides in many parts of the Noto Peninsula in the central Japan prefecture.
   As of Friday, the number of evacuees stood at 434, including those who had moved to accommodation facilities for temporary stays in a practice called secondary evacuation, according to the prefecture.
   The number has not decreased very much since a few days after the disaster, mainly because the construction of temporary housing has been delayed due to a shortage of land.
   On Sept. 21, the city of Wajima had 121 millimeters of rain per hour, a record high. The Japan Meteorological Agency issued a heavy rain emergency warning in Wajima, the city of Suzu and the town of Noto, all in the northern part of the peninsula, which had been heavily damaged by a big earthquake Jan. 1.
   River flooding and mudslides caused by the downpour killed 14 people and left one person missing. A total of 1,487 homes were damaged.
