日中、水産物禁輸緩和で合意　ＩＡＥＡの処理水監視拡充―再開時期は不透明

　日中両政府は２０日、東京電力福島第１原発の処理水海洋放出後に中国が続けてきた日本産水産物の禁輸措置を緩和し、輸入を着実に回復させることで合意したと発表した。中国外務省は同日、輸入を段階的に進めると明らかにした。ただ、実際の再開時期は不透明だ。
　日本政府は「日中間の共有された認識」と題する文書を発表。国際原子力機関（ＩＡＥＡ）によるモニタリング（監視）を拡充して実施した後、中国側が措置の調整に着手し、基準に合致した水産物の輸入を着実に回復させると明記した。
　中国側の輸入再開に関し、岸田文雄首相は首相官邸で記者団に「具体的にいつまで（に対応する）かは明らかにはなっていない」と語った。日本外務省幹部も「局面を変えるものだが、時期は示せない」と述べた。政府は引き続き、即時撤廃を求める。
　中国外務省の毛寧副報道局長は記者会見で、輸入の段階的再開の方針を示した上で、国際的な監視体制に中国が加わり、処理水の安全性を確認できることが条件だと強調した。
　首相は２０日、ＩＡＥＡのグロッシ事務局長と電話会談し、処理水のモニタリング拡充を確認。海水で薄めた後のモニタリング結果を各国の分析機関で照合することや、全段階での専門家の立ち会い、中国を含む第三国の専門家による採水を認めることを盛り込んだ。
　首相は記者団に「日本側から追加的なモニタリングを行う用意があると（中国に）伝達した」と説明した。
　処理水を巡り、首相は昨年１１月の習近平国家主席との会談で、対話を通じて解決を図ることで一致。日中双方は首脳合意を踏まえ、外務省局長や専門家同士の協議を開催してきた。７月には王毅共産党政治局員兼外相が上川陽子外相との会談で、独立した長期的な国際モニタリング体制の構築を求めた。（2024/09/20-19:38）

Japan and China said Friday they have agreed that China will gradually resume imports of Japanese fishery products after efforts to monitor the release into the sea of tritium-containing treated water from the crippled Fukushima No. 1 nuclear plant are strengthened.
   Japanese Prime Minister Fumio Kishida and International Atomic Energy Agency Director-General Rafael Grossi agreed in telephone talks the same day to strengthen monitoring of the treated water release.
   Kishida told reporters after the talks, "The Japanese side informed (China) of its readiness to conduct additional monitoring, and the Chinese side agreed to steadily resume imports of fishery products that meet the standards."
   The Chinese Foreign Ministry stressed in its announcement that a condition for resuming imports is that China participate in an international monitoring system and be able to confirm the safety of the treated water.
