セブン買収、外資規制の対象に　経済安保の議論発展も

　カナダのコンビニエンスストア大手から買収提案を受けたセブン＆アイ・ホールディングスが、外資による日本企業への出資を規制する外為法の対象に含まれていることが２３日、分かった。株式取得の際は事前に国に届け出を行い、日本の安全を損なう恐れがないか審査を受ける必要がある。今回のカナダ企業からの買収提案が、経済安全保障の議論に発展する可能性も出てきた。
　買収を提案しているのはカナダや米国、欧州でコンビニ事業などを手掛けるアリマンタシォン・クシュタール。セブン＆アイは１９日、提案があったことを公表し、独立社外取締役のみで構成する特別委員会を設けて内容を精査している。（2024/08/23-18:10）

Canadian convenience store operator Alimentation Couche-Tard Inc.'s offer to acquire Japanese retail giant Seven & i Holdings Co. needs to pass a national security review by Japanese authorities, it was learned Friday.
   Seven & i is on the list of companies subject to foreign investment restrictions under Japan's foreign exchange and foreign trade law. Foreign investors seeking to acquire 1 pct or more of the companies are required to file with the Japanese government in advance.
   The restrictions are designed to prevent the outflow of security-related technologies and others, and sectors such as weapons, aircraft, electricity and gas have been designated to be covered by the law.
   The Finance Ministry, which is responsible for the law, has not disclosed which of the designated sectors Seven & i falls under. The sectors do not include the convenience store business.
   If the government judges that there is a threat to the country's security, it will recommend or order foreign investors to change or cancel their investment plans.
