日米、拡大抑止で新文書　対中ロ念頭、議論着手へ

　日米両政府は２４日、米国による「核の傘」提供を含む拡大抑止に関する新たな共同文書を取りまとめる方針を固めた。中国やロシアなど核の脅威が増す中、米国の日本防衛への意志を明確化するのが狙い。２８日に東京都内で開く閣僚会合で議論に着手する見通し。日本政府関係者が明らかにした。
　４月の日米首脳会談で、外務・防衛担当閣僚による安全保障協議委員会（２プラス２）の次回会合に合わせて「拡大抑止に関する突っ込んだ議論を行う」ことで一致。今月２８日の２プラス２会合後に初の閣僚会合を開催する。
　２プラス２と拡大抑止の閣僚会合は、日本から上川陽子外相と木原稔防衛相、米国からブリンケン国務長官とオースティン国防長官が出席。文書策定の方向性を確認し、拡大抑止の強化に向けた２国間協力について議論する。
　日本周辺では、安全保障環境が厳しさを増している。中国が急速に核戦力の増強を図っているほか、ウクライナに侵攻するロシアは北朝鮮と軍事協力に関する条約を締結した。
　日本としては、事務レベル協議を閣僚会合に格上げし、米国の関与を明文化することで抑止力の強化につなげたい考え。政府関係者は「閣僚レベルで政治的関与を深めることに文書策定の意味がある」と説明した。
　文書には、米国による核使用の方針などについて明記するとみられる。ただ、どのような場合に米国が核兵器を使用するかなどは防衛戦略の手の内を明かすことになるため、文書の詳細な公表は控える。
　拡大抑止は、同盟国への攻撃を自国の攻撃と見なし報復する意図を示すことで、第三国の攻撃を未然に防ぐ安保政策。日米は２０１０年から事務レベル協議を定期開催してきた。（2024/07/25-07:04）

The Japanese and U.S. governments plan to draw up a new joint document on extended deterrence, including the U.S. nuclear umbrella, Japanese sources said Wednesday.
   The new document will clarify the United States' commitment to the defense of Japan at a time when nuclear threats from countries such as China and Russia are increasing, according to the sources.
   The two governments are expected to start discussions on the document at a ministerial meeting in Tokyo on Sunday.
   The document is expected to specify policy on the use of U.S. nuclear weapons. But the details of the document are unlikely to be made public, in order to keep secret defense strategies, such as in what cases the United States would use nuclear weapons.
   Extended deterrence is a security policy designed to deter attacks by third countries by showing a country's intention to retaliate against attacks on its allies by regarding them as attacks on itself. Japan and the United States launched regular working-level talks on the issue in 2010.
