犯罪被害、遺族給付金を増額　最低１０６０万円に―警察庁

　警察庁は２５日、犯罪被害者の遺族らに国が給付金を支給する犯罪被害給付制度について、ほとんどのケースで最低額を現行の３２０万円から１０６０万円に増額する改正案を公表した。パブリックコメントを経て、６月中の実施を目指す。
　犯罪被害者が加害者から損害賠償を十分に受け取れていない実態があり、政府は昨年６月、給付金の大幅な引き上げを検討すると決定。警察庁の有識者検討会が今月１６日、増額を提言した。
　遺族への給付金は、事件前の被害者の収入と年齢に応じた基礎額などから算出する。被害者が幼い子どもの場合、遺族が受け取るのは最低額の３２０万円となり、検討会は「十分でない」と指摘。残された家族がショックから働けず、経済的に打撃を受けるケースもあり、最低額の引き上げと、被害者の収入によらない新たな支援を求めていた。
　警察庁によると、２０２２年度に支給が決まった遺族給付金の平均は７４３万８０００円。交通死亡事故で支払われた自動車損害賠償責任（自賠責）保険の平均約２５１４万円（２１年度）を下回っている。検討会は「他の公的給付と同水準に引き上げるべきだ」としていた。
　改正案では、基礎額の最低が少なく設定されている年齢層について、一律６４００円に引き上げる。収入の有無などを問わず、配偶者や父母、子どもが受取人となる場合は、基礎額に４２００円を加算。養っていた家族の人数に応じた倍数を掛け、原則１０６０万円以上受給できるようにする。犯罪により休業を迫られたり、障害が残ったりした被害者本人への給付金も、最低基礎額を増額する。（2024/04/25-10:25）

Japan's National Police Agency disclosed a plan Thursday to increase the minimum amount of state benefits paid to bereaved families of crime victims.
   Under the plan to revise the benefit system, the minimum amount will be raised from 3.2 million yen to 10.6 million yen in principle. The NPA aims to carry out the revision in June after seeking public comments.
   In June last year, the government decided to consider raising benefits for bereaved families substantially as many such people have not received enough compensation from perpetrators.
   This year, an expert panel of the NPA recommended on April 16 that the state benefits be increased.
   Benefits for bereaved families are calculated based mainly on the income of victims before the incident and their age.
