授業時間「標準超え」一斉点検　教員の働き方改革で―文科省

　文部科学省は、年内に全ての公立小中学校の授業時間総数を一斉点検する方針だ。学習指導要領に基づき国が定めている標準の時間数より大幅に超過している学校には２０２４年度からの見直しを求める。教員の業務負担を軽減し、長時間労働を解消していく狙いがある。
　教員の長時間労働では、プリントの準備や電話対応といった業務を支援するスタッフの増員や、部活動の指導を民間に任せる「地域移行」などの対策が講じられている。一方で子どもに教える「本業」も多忙化し、教員１人が受け持つ授業時間数の多さも長時間労働の原因との指摘がある。
　教員の働き方改革や処遇改善策を検討している中央教育審議会（文科相の諮問機関）は来春にも総合的な対策内容を取りまとめる。これに先立ち、前倒しでできる対策を列挙した緊急提言を８月中にも示す予定だ。
　一斉点検の実施は緊急提言に盛り込まれる見通しで、見直しを求める対象は、児童生徒１人当たりの年間標準時間数が１０１５単位時間（１単位時間は小学校４５分、中学校５０分）なのに対し、１０８６単位時間以上となっている学校。洗い出しが終わり次第自治体向けの通知を速やかに発出し、各学校が２４年度の課程編成を行うタイミングに間に合わせる。
　緊急提言ではこのほか、地域住民らが学校運営に参加する「コミュニティースクール」の枠組みを活用し、教員の業務内容のスリム化を促す方向だ。先進事例では、教員や保護者、地域住民が議論し、一律の家庭訪問を廃止するといった業務縮減が実現した地域もあるという。
　国が具体例を示して「地域や保護者への明確なメッセージ」を出すことも検討。例えば、決められた登校時間より大幅に早く来る児童生徒に合わせて校門を開く習慣をやめ、登校時間の直前に開門することで、教員の早朝の業務負担を軽減することなども求める。（2023/07/29-15:24）

Japan's education ministry plans to ask public elementary and junior high schools to cut total lesson hours from fiscal 2024 if they are confirmed to be significantly above the state-set standard.
   The ministry intends to check up on total classroom hours at all public elementary and junior high schools across the country by the end of this year. The move is aimed at reducing teachers' workload.
   Measures have been taken to address long working hours of teachers. For example, some schools are having more staff who assist teachers in tasks such as printing handouts and receiving phone calls, and in other cases, private-sector staff are replacing teachers in overseeing extracurricular activities.
   On the other hand, their main job of teaching has become increasingly busy. Pundits point out that the long classroom hours per teacher is also responsible for overworking.
   The blanket inspection of lesson hours will be spelled out in a set of emergency proposals of work style reform measures for teachers to be presented by the Central Council for Education, the ministry's advisory panel, in August.
