電力早期復旧で「防災連絡会」　台風検証の中間まとめ―政府

　政府は１６日、昨年の台風１５号・１９号被害に関する検証チームの会合を首相官邸で開き、中間取りまとめを行った。９月の台風１５号では停電被害が長期にわたったことなどを踏まえ、電力、通信インフラの早期復旧に向け、都道府県や市町村、国の出先機関、電力・通信会社などが平時から協力体制を築く「防災連絡会」（仮称）を設置することを盛り込んだ。
　菅義偉官房長官は会合で「災害対応は不断の見直しが必要。引き続き台風１９号の課題も検証しながら対応策を検討し、次の災害へ備えたい」と述べた。
　台風１５号では千葉県を中心に停電や通信障害が長期化。検証チームは、関係省庁や千葉県での検証結果を踏まえ、行政の初動対応や関係機関との連携に課題があったと指摘した。政府は近く国の防災基本計画を見直し、都道府県に防災連絡会の設置を呼び掛ける考えだ。
　中間まとめでは、災害時に電力会社や通信事業者、自衛隊といった関係機関が、電力の早期復旧のための倒木撤去などでどう連携するかを示した共通の計画を策定することも要請。制度化するため、電気事業法など関連法改正案を２０日召集の通常国会に提出する方針を打ち出した。（2020/01/16-15:28）

A Japanese government team proposed on Thursday forming local networks of authorities and infrastructure companies to promptly restore power, telecommunications and other facilities if they are damaged in disasters.
   The proposal was included in an interim report by the government team reviewing damage from major typhoons last year.
   Typhoon Faxai, the 15th typhoon of that year, in particular, caused a prolonged power outage and a telecoms service breakdown mainly in Chiba Prefecture, east of Tokyo, last September.
   The government team pointed out that there were problems in authorities' initial response to the typhoon disaster and their collaboration.
   The team also called for announcing the outlook for infrastructure restoration within 48 hours of disasters, after Tokyo Electric Power Company Holdings Inc. repeatedly put off its power recovery outlook following the typhoon.
