円安、ＯＤＡを直撃　大幅目減り、在外職員も影響

　急激な円安は、政府が重要な外交手段の一つに位置付ける政府開発援助（ＯＤＡ）を直撃している。ドル換算などでは目減りとなり、事業縮小となれば支援対象国との関係に悪影響を及ぼしかねない。外務省は２０２２年度第２次補正予算案で不足分を補う方針だが、長期化を懸念する声が出ている。
　ＯＤＡ予算は２２年度当初で５６１２億円。１ドル＝１０８円を想定しており、その後の急速な円安に伴い、ＯＤＡ事業を受注した日本企業に追加負担が生じているという。外務省幹部は「現地での資材購入や雇用のためドルで支払う場合、困ってしまう」と指摘する。
　岸田文雄首相は６月にシンガポールで行った講演で、「自由で開かれたインド太平洋」の実現に向けた行動計画を来春までに策定すると表明。構想のカギとなるのはアジア各国で、日本による２国間援助の主な対象地域でもある。首相はＯＤＡ拡充の意向も示したが、円安は「岸田外交」の行方にも影を落とす可能性がある。
　外務省幹部は、「３階建てを平屋で済ますわけにはいかない」との例えで、「相手国との信頼関係に関わる」と心配する。外務省は２次補正予算案で７５億円を措置したが、省内からは「円安が長期化すると、２３年度の事業規模自体が小さくなるかもしれない」（幹部）との声が漏れる。
　急激な円安の影響は多方面に及び、ドルで支払う国際機関への拠出金が膨らむ可能性が懸念されている。在外公館の職員にとっても打撃で、８月と１１月には為替変動が激しい地域を対象に職員手当を増額したが、職員からは「円安に加え物価高もある。現地通貨で支払ってほしい」などと悲鳴が上がる。（2022/11/07-13:33）

The yen's rapid depreciation has been seriously affecting Japan's official development assistance program, which Tokyo regards as an important tool of diplomacy.
   A weaker yen means a decrease in the amount of Japanese assistance when converted into dollars. There are concerns that cutbacks in ODA projects may negatively affect Japan's ties with aid recipient countries.
   The Japanese Foreign Ministry plans to resort to the second supplementary government budget for fiscal 2022 to cover the shortages of funds for the ODA program arising from the yen's tumble, and such a situation is feared to linger for a long time.
   For the fiscal year that started in April this year, the initial ODA budget totaled 561.2 billion yen, with the assumed exchange rate for the dollar standing at 108 yen. As the Japanese currency later plunged against the greenback, Japanese companies engaged in ODA projects have been forced to shoulder additional costs. In currency trading last month, the dollar climbed as high as over 150 yen.
   "It's not easy for us to make payments in dollars for buying materials and hiring workers locally," a senior Japanese Foreign Ministry official said.
