ＡＣＳＡ、交渉開始へ調整　日独２プラス２、対中懸念も共有

　【ミュンスター時事】日ドイツ両政府は３日午前（日本時間同日午後）、独北西部のミュンスターで外務・防衛担当閣僚協議（２プラス２）を開いた。双方は、自衛隊と独軍の間で燃料や弾薬を相互に融通するための協定交渉開始に向け、調整を進めることで合意した。日本外務省によると、日本が米国などと結んでいる物品役務相互提供協定（ＡＣＳＡ）が念頭にある。
　会談では、来年以降の共同訓練や独軍部隊の訪日を検討することも確認。２プラス２の原則年１回開催も申し合わせた。ドイツはインド太平洋地域への関与を進めており、昨年は海軍艦艇が日本に寄港。今年９月には、空軍戦闘機が日本で航空自衛隊と共同訓練を行った。
　中国が海洋進出を強める東・南シナ海情勢については、深刻な懸念を共有した。一方、独側は「気候変動など、協力できる分野は（中国と）協力する必要がある」と指摘した。北朝鮮の弾道ミサイル発射に対しては、双方が強い非難を表明した。（2022/11/03-22:30）

Japan, Germany Agree on Coordination to Start ACSA Negotiations

The Japanese and German governments agreed Thursday to make coordination to start negotiations on a bilateral pact that allows Japan's Self-Defense Forces and Germany's military to mutually provide fuel and ammunition.
   The accord came at a so-called two-plus-two meeting of the two countries' foreign and defense ministers in the northwestern German city of Munster.
   Japan has concluded such an acquisition and cross-servicing agreement, or ACSA, with the United States.
   Also at the meeting, the Japanese and German sides agreed to consider holding joint defense drills and arranging a Japan visit by a German military unit.
   The two sides agreed to hold such a two-plus-two meeting once in a year in principle.
