ＩＲ整備、予定通り　カジノ管理委が発足―汚職事件の渦中、影響も

　カジノを含む統合型リゾート（ＩＲ）に関し、国の行政機関として事業者の規制・監督を担う「カジノ管理委員会」が７日、発足した。ＩＲ事業をめぐっては、東京地検特捜部が汚職事件を捜査中。政府は予定通りＩＲ整備を進める考えだが、事件によるイメージの低下は避けられず、今後の準備に微妙な影響が及ぶ可能性もある。
　カジノ管理委は内閣府の外局として置かれ、カジノ運営に必要な免許を事業者に与える権限を持つ。運営が適正かどうか確認するため、事業者に報告を求めたり、立ち入り検査したりでき、不正が発覚した場合、免許取り消しを含めた行政処分を行える。この他、ギャンブル依存症対策も担当。今後、事業者の規制・監督に向けた具体的なルール作りなどを進める。

　関係事務を所管する武田良太内閣府特命担当相は同日の閣議後記者会見で「厳格なカジノ規制の実施、（カジノの）健全な運営を確保する任務を担っている」と説明。「信頼性の高い、公正、公平な独立性を確保した組織として運営をしていただきたい」と語った。
　カジノ管理委は５人のメンバーで構成し、委員長には元福岡高検検事長の北村道夫氏（６７）が就任した。委員は、元名古屋国税局長の氏兼裕之（６３）、慶応大大学院特任教授の遠藤典子（５１）、元警視総監の樋口建史（６６）、精神科医の渡路子（４６）の４氏が務める。１０日に初会合を開き、北村氏が記者会見する。
　政府はＩＲを成長戦略の柱と位置付け、ＩＲをてことした海外からの観光客増加を目指している。法律に基づき誘致希望自治体の中から最大３カ所のＩＲ設置を認める計画で、１月中にも選定基準などを示す「基本方針」を公表する予定だ。早ければ２０２０年代半ばに開業するとみられる。（2020/01/07-17:29）

The Japanese government launched a body to regulate casino resorts on Tuesday, amid a bribery scandal that could threaten its strategy to shore up economic growth through the introduction of such facilities.
   The government intends to proceed with its plans to introduce casino resorts, while public prosecutors are investigating the bribery case allegedly involving several Japanese lawmakers and a Chinese firm hoping to run a casino in Japan.
   The new Casino Regulatory Commission, affiliated to the Cabinet Office, has the authority to issue licenses necessary to run casinos in Japan and impose administrative punishments for irregularities, including the cancellation of licenses.
   The body also has the power to require casino operators to make reports and accept inspections so it can check whether they operate properly.
   In addition, the body is tasked with taking measures to prevent gambling addiction and drawing up specific rules to regulate and supervise casino operators.
