サハリン１、年内の株式売却禁止　プーチン氏が大統領令―ロシア

　ロシアのプーチン大統領は５日、日本の官民が参画しているロシア極東の石油・天然ガス開発事業「サハリン１」に関し、「非友好国」の企業が株式売却などを行うことを今年１２月３１日まで禁止する大統領令に署名した。日本は「非友好国」に指定されている。タス通信が報じた。
　サハリン１は、ロシア国営石油大手ロスネフチのほか、日本の官民出資会社サハリン石油ガス開発（東京）が３割の権益を保有。同社には経済産業省が５０％出資し、伊藤忠商事や石油資源開発、丸紅なども出資者に名を連ねる。米石油大手エクソンモービルもサハリン１に加わっていたが、ロシアのウクライナ侵攻開始後の３月に撤退を表明した。
　ウクライナ侵攻を受けて欧米エネルギー企業のロシアからの撤退が続いており、大統領令はこうした流れを封じようとした可能性がある。大統領令は「金融と燃料エネルギー分野における特別経済措置」としており、ロシアの「戦略的企業」や銀行の株式売却も禁じた。

Putin Bans Sale of Sakhlian-1 Stakes until Year-End

Russian President Vladimir Putin signed a decree Friday to ban companies in Japan and other unfriendly countries to sell stakes in the Sakhlian-1 oil and natural gas development project until Dec. 31, Russia's state-run ITAR-Tass news agency said.
   Sakhalin Oil and Gas Development Co., a Tokyo-based company jointly held mainly by the Japanese government, trading houses Itochu Corp. and Marubeni Corp. , and Japan Petroleum Exploration Co. , has a 30 pct stake in the project.
   In March, U.S. oil giant Exxon Mobil Corp. announced its withdrawal from the project in response to Russia's invasion of Ukraine.
   Putin's decision is apparently designed to stop the exodus of Western energy companies from Russia following its invasion of Ukraine.
