２３年ぶり、５万人以下に　刑務所・拘置所の年末収容者―定員割れ、一部閉鎖も

　全国の刑務所や少年刑務所、拘置所といった刑事施設への収容者数が減少を続けている。２０１９年末には、１９９６年以来２３年ぶりに５万人を下回る可能性が高い。減少に老朽化も相まって一部の施設は閉鎖。受刑者の高齢化も進んでいる。
　矯正統計によると、１８年末の収容者は５万５７８人だった。その後も減少を続け、１９年１０月末時点で４万８８０２人。そのまま推移すれば１９年末は５万人を割り込む見通しだ。
　減少の理由について、法務省矯正局の担当者は「社会や経済の情勢など、いろいろな要因がある」と指摘。一例として挙げたのが犯罪の減少だ。
　刑法犯認知件数は０２年をピークに減少傾向にある。０６年には８万人を超え、施設定員を上回る「過剰収容」が問題となった収容者も、現在は全施設の定員に対して６割弱。定員を超過した施設はなくなったという。
　閉鎖される施設も出ている。佐世保刑務所（長崎県）は１９年３月に閉鎖され、拘置支所に。黒羽刑務所（栃木県）も２２年３月に閉鎖予定だ。担当者は施設の老朽化もあったとしつつ、「収容者減少も一つの要因」と話した。
　刑務所にいる受刑者の高齢化は進む一方だ。受刑者に占める６０歳以上の割合は、０２年末の１０．３％から、１８年末には１９．６％に増えた。
　トイレや入浴に介助が必要だったり、集団での移動について行けなかったりする高齢受刑者が増え、多くの刑務官が必要になる場面も。刑務作業でも「電動のこぎりなど危ない機械には触れさせられない」（担当者）ため、軽い作業を割り当てるなどの影響が出ている。
　刑務所側は、階段の段差を低くし、風呂場に手すりを付けるなどの「バリアフリー」に取り組みつつある。一部の施設には、高齢受刑者の世話や刑務官らの手助けをする介護福祉士など、専門職員の配置も進めているという。（2019/12/30-07:50）

The number of inmates and detainees at prisons, juvenile prisons and detention centers across Japan at the end of 2019 is believed to have fallen below 50,000 for the first time in 23 years, according to a Justice Ministry survey.
   The number, which totaled 50,578 at the end of 2018, stood at 48,802 as of the end of October 2019.
   "There are various factors, such as (changes in) the social and economic situations," an official of the ministry's Correction Bureau said on the reasons for the downtrend, citing, among other things, a fall in the number of crimes in the country. The number of crimes recognized by law-enforcement authorities has been on a declining trend since peaking in 2002.
   The number of inmates and detainees topped 80,000 in 2006, causing capacity shortages at prisons and detention centers. At present, no prisons or detention facilities have capacity shortages, with the inmate and detainee occupancy rate standing at slightly below 60 pct of overall capacity.
   The Sasebo prison in Nagasaki Prefecture, southwestern Japan, was closed in March 2019 and became a detention center branch. The Kurobane prison in the eastern prefecture of Tochigi will be shut in March 2022.
