衆院選、６５６人が出馬準備　野党、３割弱で候補不在

　次期衆院選に向け、与野党各党や無所属を含め計６５６人が小選挙区（定数２８９）と比例代表（同１７６）に立候補を準備していることが２９日、時事通信の調べで分かった。衆院議員の残り任期が２年を切る中、与党が大半の選挙区で候補者を内定したのに対し、主要野党は３割弱の選挙区で擁立に至っていない。野党側は空白区の解消と候補者の一本化が課題だ。
　衆院議員の任期は２０２１年１０月２１日まで。自民党は憲法改正に賛同する「改憲勢力」による、国会発議に必要な３分の２の議席維持を目指す。比例単独を含め２９８人が立候補を予定。前回大勝したため現職が多く、２７５選挙区で擁立のめどを付けた。
　公明党が候補者を出す見通しの９選挙区は擁立を見送る方針で、残りは５選挙区。北海道６区、東京１５区、静岡４区、愛知１３区、三重３区で元職らの後継が決まっていない。現職らが競合する新潟２区などは候補者調整を要する。
　主要野党側は立憲民主、国民民主、共産、社民の４党と無所属を合わせて２４９人の出馬が見込まれる。比例単独を除くと、内訳は立憲１０１人、国民７３人、共産３４人、社民１人、無所属２３人。関東を中心に１８選挙区で競合する一方、東北と九州で野党の「空白区」が目立つ。全体として候補者が固まった小選挙区は２１２にとどまる。
　合流協議を進める立憲、国民両党は一本化を急ぐ。共倒れを回避し、与野党一騎打ちの構図に持ち込むため、共産党との調整も焦点となる。共産は野党共闘を重視し、擁立を抑え気味だ。
　日本維新の会は２８人が出馬を予定する。地盤の大阪をはじめ近畿で半数近くを占める。ＮＨＫから国民を守る党は、比例北関東ブロック内の全小選挙区と比例の全ブロックに候補者を立てる方針。れいわ新選組は１００人規模の擁立を目指している。（2019/12/30-07:41）

A total of 656 people are preparing to run in the next election for Japan's House of Representatives, a survey by Jiji Press released on Sunday showed.
   The term of office for members of the Lower House expires on Oct. 21, 2021. The chamber has 289 seats from single-seat constituencies and 176 seats from proportional representation.
   Prime Minister Shinzo Abe's ruling Liberal Democratic Party aims to secure at least two thirds of seats for LDP members and others supportive of his plan to amend the Constitution. A two-thirds majority is necessary to propose constitutional amendment for approval in a national referendum.
   From the LDP, 298 people plan to run in the election, including 275 for the single-seat districts. The party has no plans to field candidates in nine constituencies where candidates from its coalition partner, Komeito, are set to run.
   There are 249 prospective candidates from four major opposition parties--the Constitutional Democratic Party of Japan, the Democratic Party for the People, the Japanese Communist Party and the Social Democratic Party. They include independents.
