Ｇ７、ロシア資金源狙い撃ち　制裁強化で石油価格に上限

　【エルマウ時事】先進７カ国（Ｇ７）は２８日に採択した首脳声明で、ロシアの資金源を狙い撃ちにする姿勢を鮮明にした。ロシア産石油への価格上限設定を検討することで合意。ロシアのウクライナ侵攻から４カ月が経過する中、戦争継続を可能としている資金源をめぐる制裁が一段と強化されることになった。
　石油価格に上限を設定するのは、Ｇ７などがロシア産石油の輸入を禁止しても、国際石油市場で原油相場が上昇し、戦費調達に打撃を与えるという当初の目的が達せられないためだ。米国が主導し、対ロ制裁強化の目玉として打ち出した。
　一定の価格以上での購入に対して、ロシア産石油の海上輸送を可能とするすべてのサービスを包括的に禁止する案が有力だ。禁止対象とするサービスは保険引き受けなどが念頭にある。
　制裁対象はさらに拡大する可能性もある。フランスのマクロン大統領はサミット閉幕後の記者会見で「ロシア産天然ガスにも価格上限を設けることに強く賛成する」と表明。Ｇ７関係筋によると、サミット期間中にマクロン氏の提案で、ロシア産に限らず他地域の石油にも価格上限を設ける案、さらには天然ガスにも拡大する案などが議題になったという。
　ロシアの国家財政はエネルギー関連収入に大きく依存している。Ｇ７は石油輸出国機構（ＯＰＥＣ）などに追加増産を要求したほか、７月半ばにはバイデン米大統領がＯＰＥＣ盟主のサウジアラビア訪問を予定。油価の引き下げに躍起となっている。
　ただ、現時点では有効な打開策は乏しく、原油相場も高止まりしたままだ。ロシアのペスコフ大統領報道官は２８日、今回の制裁強化について記者団からコメントを求められ「内容をまだ把握していない」と述べるにとどめた。（2022/06/29-12:58）

The Group of Seven major powers will consider imposing a price cap on Russian oil to reduce Moscow's energy revenues, the G-7 leaders said Tuesday.
   The leaders of Britain, Canada, France, Germany, Italy, Japan and the United States plus the European Union made the announcement in a joint statement to wrap up their three-day meeting in Schloss Elmau, Germany, from Sunday.
   The G-7 members will consider options for prohibiting all services enabling transportation of Russian seaborne crude oil and petroleum products globally unless the oil is purchased at or below a price to be agreed in consultation with international partners, the statement said.
   The G-7 calls on "China to press Russia to...stop its military aggression--and immediately and unconditionally withdraw its troops from Ukraine," the statement also said.
   The G-7 leaders showed their determination and solidarity to counter Russia's invasion of Ukraine, German Chancellor Olaf Scholz said.
