自民、改憲機運向上へ本腰　初の地方集会、参院選へアピール

　自民党憲法改正実現本部は、改憲の機運醸成に向けた運動に本腰を入れる。６日には岐阜市で、初の地方集会を開催。夏の参院選をにらみ、５月の大型連休までに全ての都道府県で開く予定だ。
　６日の集会には、実現本部の古屋圭司本部長が出席した。改憲をめぐる現状について「国民の皆さんが国民投票に参画する機会を奪っている。立法府の不作為だ」と指摘。立憲民主党を名指しして「極めて腰が引けている。議論はいいが具体的提案は嫌だと。論理破綻しているのではないか」と批判した。
　自民党が改憲をテーマに地方集会を開くのは、参院選に向けて論議を盛り上げて、保守層の支持を固める狙いがある。参院選を乗り切り、その後衆院解散がなければ、２０２５年まで大型国政選挙はないため、その間の「黄金の３年」で改憲実現につなげたいとの思惑もある。
　古屋氏は６日の集会後、「黄金の３年」に関して「この間に世論を醸成して国民投票に向けていくのが、一番可能性が高いシナリオではないか」と記者団に語った。
　また、先の衆院選では、改憲に前向きな日本維新の会、国民民主の両党が議席を伸ばす一方、慎重な立民、共産両党は議席を減らした。自民党は、野党勢力の変化も追い風とみている。
　３日に開かれた衆院憲法審査会の幹事懇談会で、立民は１０日の審査会開催に難色を示した。これに対し、維新は「立民は野党を代表する立場ではない」と反発、改憲論議の加速を訴えた。自民党としては、強引な審査会運営による批判を避けつつ、機運を醸成して、立民なども審査会開催に応ぜざるを得ない環境づくりを目指す。
　自民党などの改憲勢力は、新型コロナウイルスの感染拡大を受け、緊急事態条項の創設を主張。国会議員任期の特例延長などが内容で、世論の理解が得られやすいと判断している。自民党は同条項を軸に論議を進めたい考えだ。（2022/02/07-07:10）

Japan's ruling Liberal Democratic Party is stepping up its campaign for paving the way for amending the country's Constitution, going into this summer's election for the House of Councillors, the upper chamber of parliament.
   The LDP's Headquarters for the Realization of Revision of the Constitution met in the central Japan city of Gifu on Sunday, its first meeting outside of Tokyo. The panel plans to hold such a local meeting in all of the country's 47 prefectures by the holiday period in May.
   Keiji Furuya, chairman of the headquarters, told the Gifu meeting that parliament is failing to give the people opportunities to vote in a national referendum to revise the Constitution.
   Furuya criticized the Constitutional Democratic Party of Japan for what he sees as the main opposition party's reluctance to actively participate in discussions on constitutional revisions.
   "They have no guts. They are insisting that while they are ready to discuss the matter, they don't want to make concrete proposals. This doesn't make sense," Furuya said.
