バイデン氏と緊密関係演出　岸田首相、優先事項でずれも

　岸田文雄首相は２１日、バイデン米大統領と初の本格的な会談に臨んだ。就任以来目指してきた早期訪米は見送ったが、緊密な日米同盟をアピールするため、まずは率直な意思疎通を図った。ただ、国内問題に追われる米国側の事情もあり、「蜜月」関係へ発展するかは見通せない。
　「個人的な信頼関係を確認する上で大変有意義だった」。首相は会談後、記者団にこう手応えを語った。今年前半のバイデン氏来日と日米豪印首脳会議の開催で合意したと説明し、「次のステップとして大きい」と強調した。
　首相周辺によると、テレビ会談は、新型コロナウイルス対応を理由とした首相の１月外遊見送りを受けて、米側が申し出た。首相が訪米を外交の最優先事項としてきたのは、安倍晋三元首相がトランプ大統領（当時）と良好な関係を築き、外交で一定の存在感を示した経緯があるからだ。
　被爆地・広島選出の首相は、ライフワークとする核軍縮もバイデン氏との信頼関係で前進させたい考え。米国など核保有国と非核保有国の対立が深まる中、首相はかねて「大統領との信頼関係を築くことで米国自体も動かすことができる」と指摘。この日の会談でも「核兵器のない世界」に向けた協力を確認した。
　日本外交のより喫緊の問題として、北朝鮮の弾道ミサイル発射への対応や、軍事・経済両面で影響力を強める中国をにらんだインド太平洋の秩序づくりで、米国とどう協力するかも問われる。今回のテレビ会議で、外務・経済担当閣僚による経済版「２プラス２」協議の枠組みを創設することで合意したのも、経済安全保障やアジア地域への投資をめぐる連携強化が狙いだ。
　ただ、今秋の中間選挙を控え、内政で行き詰まりつつあるバイデン氏にとって、対日関係の優先度は低くならざるを得ない。ロシアによるウクライナ侵攻の緊張が高まる中、米側の優先順位は対ロシア外交で日本と歩調を合わせることにあるとみられ、双方の思惑は一致していない可能性もある。（2022/01/22-09:49）

Aiming to demonstrate the depth of the Japan-U.S. alliance, Japanese Prime Minister Fumio Kishida worked to have a candid conversation with U.S. President Joe Biden during their video conference Friday, their first full-fledged talks since the prime minister took office last autumn.
   Although Kishida is resolved to build a close relationship with Biden, the prospects are uncertain partly because the U.S. side may stay preoccupied with domestic matters.
   The virtual meeting "was very meaningful in terms of confirming our personal relationship of mutual trust," Kishida told reporters after the talks.
   The prime minister explained that he and Biden agreed on the president's visit to Japan and realizing a summit meeting of the Quad countries, also including Australia and India, in the first half of this year. These events "would be significant as a next step," Kishida said.
   Observers say the Quad summit, to be held in Japan possibly in spring, may offer a stage for Kishida to display his leadership in the field of diplomacy, in the run-up to this summer's election for the House of Councillors, the upper chamber of Japan's parliament.
