対ロ協力費、来年はゼロ　２００カイリ水域―漁業委

　日本とロシア双方の２００カイリ水域で操業する両国漁船の条件について協議する「日ロ漁業委員会」が２～７日にモスクワで開かれ、２０２０年は日本がロシアに協力費を支払わないことが決まった。協力費がゼロになるのは初めて。日本の水産庁が９日発表した。
　同庁によると、協力費は日本漁船がロシアの２００カイリ水域で操業する見返りとして１９９４年に導入された。今年の支払額は約７億円。
　一方、２０年の漁獲割当量は日ロそれぞれ１９年比約１６％増の９万トンに決定。日本側の主な魚種別割当量は、不漁が続くサンマが７万９２７．４トン（前年は５万９０００トン）、スルメイカが５８１４．２５トン（同５６１７．９トン）、マダラが８１０トン（同１２７５．５トン）など。漁船の隻数は１９年と同じ５９２隻。
　協力費はロシア側が日本の２００カイリ水域で操業する際は課されないが、同水域でロシア漁船が漁獲量を伸ばしていることを踏まえ、日本は大幅な削減を求め続けていた。２１年以降の扱いは、２０年に協議する。（2019/12/09-19:17）

Japan to Pay No Fishery Fees to Russia Next Year

Japan will not pay Russia fees for Japanese fishing boats' operation in the Russian 200-mile zone in 2020, the Fisheries Agency said Monday.
   The first-ever no payment of the so-called cooperation fees was agreed on at a six-day meeting in Moscow through Saturday of the Japan-Russia fishery committee, the agency said.
   Japan has paid the fees since 1994. Some 700 million yen was paid for the current year. Cooperation fees are not imposed on the Russian side, however.
   Japan has called for a sharp cut in its payments to Russia in view of increases in catches by Russian boats within Japan's 200-mile zone.
   Meanwhile, the committee set fishing quotas for Japanese and Russian boats in 2020 at 90,000 tons each, up 16 pct from 2019.
