成人年齢引き下げ、若者標的か　マルチでトラブル「規制強化を」―専門家

　暗号資産（仮想通貨）投資などのマルチ商法をめぐり、民法改正に伴う４月の成人年齢引き下げで、トラブルに巻き込まれる若者の増加が懸念されている。専門家は「未成年として守られていた１８～１９歳が新たな標的になりかねない」と指摘。金融知識や判断力の乏しさに付け込んだ契約は取り消せるようにする法規制が必要と訴えている。
　警視庁は２０２１年１１月、高配当をうたい、約６５０億円相当の暗号資産を集めたとされる投資グループ「ジュビリー」の男ら７人を金融商品取引法違反（無登録営業）容疑で逮捕した。勧誘動画で主催者は「２０代から億万長者」と豪語。若くても大金を稼げると宣伝しており、国民生活センターへの被害相談の約７割は１０～２０代からだった。
　「週１回『ポチポチ』するだけで稼げる」。２０年１月、関西地方の男子大学生（２２）は部活の先輩にジュビリーへの出資を誘われた。「ポチポチ」とはスマートフォンの画面をタップする行為。軽快な言葉の響きが、気軽に資産を増やせると錯覚させた。
　「うさんくさすぎやろ」。当初は疑ったが、「月４００万稼いだ」と自慢する先輩のインスタグラムには札束や高級レストランの写真が投稿されていた。刺激された大学生は約１カ月後、アルバイトでためた約３０万円をジュビリーに投じ、友人も勧誘。ただ、約束された配当はわずか半年で受け取れなくなった。「誘った人に申し訳ない」と後悔をにじませる。
　民法は未成年が保護者の同意なしに結んだ契約は取り消せると規定しており、消費者問題に詳しい平沢慎一弁護士は「返金請求される可能性がある未成年は（マルチなどの）勧誘対象になりにくかった」と指摘する。
　しかし、今年４月には成人年齢が１８歳に引き下げられる。２０歳前の若者の多くは投資や契約に関する知識が乏しいとみられ、捜査関係者は「標的になる」と懸念。国民生活センターの藤川美夏主事は「（誘われても）怪しいと思ったらきっぱりと断ってほしい」と呼び掛けている。（2022/01/09-07:12）

Japan's lowering of the legal age of adulthood from 20 to 18 in April is feared to result in a spike in the number of young people getting in trouble involving scams, such as multilevel marketing schemes using cryptocurrencies.
   Experts say that 18- and 19-year-olds who have been protected as minors may become new targets for scammers, and call for legislation to annul contracts that take advantage of young people's lack of judgment and financial knowledge.
   In November 2021, Tokyo's Metropolitan Police Department arrested seven people linked to a self-purported investment group over violating the Financial Instruments and Exchange Act, after they allegedly gathered some 65 billion yen in cryptocurrency assets by promising high returns.
   The suspects boasted in recruitment videos that people can become billionaires from their 20s by cryptocurrency investment, advertising high earnings from a young age.
   Around 70 pct of consultations regarding the scheme to the National Consumer Affairs Center of Japan were from people aged between 10 and 29.
