「南西シフト」着々　防衛費、最大の５．４兆円―来年度予算案

　２０２２年度防衛予算案は２１年度当初比１．１％増の５兆４００５億円で、８年続けて過去最大を更新した。中国の進出に備えて南西諸島の体制を固める「南西シフト」を着々と進める内容。２１年度補正（７７３８億円）と合わせると６兆１７４４億円に上り、防衛省は「防衛力強化加速パッケージ」と位置付ける。
　具体的には島しょ部に物資や人員を運ぶ輸送艦２隻の取得費１０２億円、長射程対艦ミサイルの開発費３９３億円をそれぞれ計上。南西諸島に火薬庫や倉庫を整備する費用１２８億円も積んだ。
　ミサイル部隊などを置く石垣駐屯地（沖縄県）を開設し、川内駐屯地（鹿児島県）で電子戦部隊を新たに編成する。与那国駐屯地（沖縄県）や対馬駐屯地（長崎県）などへの電子戦部隊配備に向けた整備費５５億円も盛り込んだ。
　航空自衛隊Ｆ２戦闘機の後継機の開発費は８５８億円。コスト高騰により停止していたＦ１５戦闘機の改修は、５２０億円を計上して再開する。
　在日米軍駐留経費の日本側負担（思いやり予算）は歳出ベースで２０５６億円。新設された訓練資機材調達費１０億円が含まれる。米軍空母艦載機の離着陸訓練（ＦＣＬＰ）の移転先候補地である馬毛島基地（鹿児島県）の整備には３１８３億円が計上された。
　米軍岩国基地（山口県）での空母艦載機受け入れに伴う周辺２市２町への交付金は２１年度末に終了する。防衛省は新たに交付金をつくるため２２億円を計上した。期間は１５年を想定する。（2021/12/25-07:17）

Japan's defense budget for fiscal 2022 stands at 5,400.5 billion yen, hitting a record high for the eight straight year, according to the government's draft budget for the year from next April adopted at a cabinet meeting on Friday.
   The figure is up 1.1 pct from the fiscal 2021 initial budget.
   The rise chiefly reflects the spending for strengthening the protection of the Nansei southwestern Japan island chain to prepare for China's maritime expansion.
   Including outlays in a fiscal 2021 supplementary budget, Japan's defense spending will total 6,174.4 billion yen in what the Defense Ministry calls "a package for accelerating the strengthening of defense capabilities."
   Specifically, the government earmarked 10.2 billion yen to acquire two transport vessels to carry supplies and personnel to remote island areas, 39.3 billion yen to develop long-range antiship missiles and 12.8 billion yen to set up ammunition storage and warehouses on the Nansei islands.
