国・数記述式、延期を検討　公平性懸念受け、年内判断へ―文科省

　来年度から大学入学共通テストで導入が予定されている国語と数学の記述式問題について、文部科学省が導入の延期を検討していることが５日、関係者への取材で分かった。受験生らの間で採点の公平性などに強い懸念が広がっているためで、年内に延期の可否を判断する見通し。
　文科省は先月１日、同じく来年度を予定していた英語民間試験の導入見送りを発表。記述式問題も延期されれば、大学入試改革で掲げた二つの目玉制度が消えることになる。
　記述式問題は、受験生の思考力や表現力を測るのが目的だったが、学生アルバイトを含む採点者の質の確保や公平性に課題が指摘されていた。
　公明党の斉藤鉄夫幹事長らは５日、文科省で萩生田光一文科相に延期を申し入れた。同党の提言書は記述式問題について、「国民の理解が十分に得られているとは言い難い」と指摘。来年度からの導入を延期し、自己採点と実際の採点結果との一致率を高める方策を検討することなどを求めた。
　これに対し、文科相は「重く受け止めたい。受験生のことを考えると、１年前までに方向が決まっていないのは不安だろうから、（判断は）年内がリミットだ」と述べた。（2019/12/05-20:55）

Japan's education ministry is considering postponing the introduction of descriptive questions in Japanese and mathematics tests to a new unified university entrance examination system starting in fiscal 2020, sources familiar with the matter said Thursday.
   The move by the ministry reflects concerns among test-takers about the fairness and quality of point ratings as university students are expected to be among scorers for such questions.
   The ministry is expected to make a decision on the matter within this year.
   The introduction of descriptive questions and private-sector English tests is a key pillar of the country's university entrance exam system reform. The ministry has already dropped a plan to introduce private-sector English tests in fiscal 2020.
   Descriptive questions are designed to measure test-takers' ability to think and express one's thoughts.
