参院選１人区、一本化必要　立民代表選の４候補、地方遊説スタート

　立憲民主党代表選（３０日投開票）に出馬した４候補は２１日午後、札幌市で街頭演説や討論会を行うなど地方遊説をスタートさせた。代表選は４候補による混戦となっており、各陣営は地方票の獲得に全力を挙げる方針だ。討論会では４候補が来夏の参院選での共産党との野党共闘について、改選数１の１人区での一本化は必要だとの認識を重ねて示した。
　参院選での野党共闘について、逢坂誠二元首相補佐官は「１人区は１対１の構図を作っていくことが大原則だ」と強調。ただ、「選挙区ごとの事情はずいぶん違う」とも語り、地域事情を考慮する考えを示した。小川淳也元総務政務官は「与党は必ず一本化してくるから、野党も一本化の努力が必要だ」と指摘した。
　泉健太政調会長も「一本化に向けて最大限努力したい」と述べた。西村智奈美元厚生労働副大臣は「１人区で（与野党）１対１の構図に持ち込まないと勝負にならない」と語った。
　憲法改正論議については、４候補とも衆参両院の憲法審査会で議論は進めていくべきだとの立場を示した。泉氏は国民投票の利便性を高める改正国民投票法の成立を踏まえ、「ＣＭ規制について議論をしなければならない」と指摘。同時に、自民党が主張する改憲案を念頭に「法律でできることを憲法課題に乗せて、無理やり改憲が必要だというのはおかしい」とも語った。
　代表選の地方遊説は２３日に福岡市、２５日には横浜市で行われる予定。（2021/11/21-18:23）

Kenta Izumi, one of the four candidates in the leadership race at Japan's main opposition party, in a television program Sunday sounded ready to hold active debates on the Constitution at the Diet, Japan's parliament.
   The other three candidates in the Nov. 30 election at the Constitutional Democratic Party of Japan indicated their stances of accepting such debates in principle, but stressed the need for preparing an environment enabling careful discussions.
   "The CDP is a political party that puts weight on debating the Constitution, and I'm ready to fully discuss the country's supreme law at the Diet's commissions on the Constitution," Izumi, who now serves as the CDP's policy chief, said.
   Izumi sounded negative on the CDP rejecting parliamentary discussions on the Constitution, saying that he believes many members of the public do not support a strategy of staging "physical resistance" in Diet deliberations.
   Of the other three candidates, Seiji Osaka, former special adviser to the prime minister, said: "We should thoroughly hold discussions on the Constitution. But reckless discussions would be problematic."
