1票の格差、最大2.086倍 2倍超は31選挙区【21衆院選】

 総務省は19日、衆院選公示前日の18日現在の選挙人名簿登録者数(有権者数)を発表した。時事通信の試算では、有権者数が最も多い東京13区(48万2445人)と最も少ない鳥取1区(23万1313人)の「1票の格差」は2.086倍で、違憲判断の目安とされる2倍を上回った。格差が2倍を超えたのは、全国289の小選挙区のうち31となった。
 国内と在外を合わせた有権者の総数は1億562万2860人で、前回の2017年衆院選と比べ75万2461人減った。
 最高裁は最大格差が2倍を超えた09、12、14年衆院選を「違憲状態」と判断。17年衆院選は、小選挙区数の「0増6減」や区割りの変更が実施された結果、格差は最大でも2倍未満となった。衆院議員選挙区画定審議会は今年7月から小選挙区の区割り見直しの議論に着手しており、来年6月までに改定案をまとめ、首相に勧告する予定だ。 
 格差が2倍以上になった31選挙区は次の通り。
 北海道3、5▽埼玉1~3▽千葉4▽東京1~14、16、17、22、24▽神奈川5、10、13~16▽兵庫6。(2021/10/19-23:44)

Vote-Value Gap Exceeds 2 Times in Japan's Lower House


The maximum vote-value disparity among single-seat constituencies in Japan's House of Representatives exceeds two times, Jiji Press estimates showed Tuesday.
   The Supreme Court has ruled that the Lower House elections in 2009, 2012 and 2014 were held in a state of unconstitutionality because of maximum vote-value disparities of over two times.
   As of Monday, the No. 13 constituency in Tokyo had the largest number of voters, at 482,445, while the No. 1 constituency in Tottori Prefecture had the smallest, at 231,313.
   As a result, the weight of a single vole in the Tottori constituency was 2.086 times greater than that in the Tokyo constituency.
   Thirty-one of the Lower House's 289 single-seat constituencies across the country had vote-value disparities of over two times compared with the Tottori constituency.
