皇位継承、有識者会議尊重　辺野古移設「唯一の解決策」―松野官房長官インタビュー

　松野博一官房長官は１５日、時事通信などのインタビューに応じ、安定的な皇位継承の在り方を検討する有識者会議を前政権から引き継ぐ考えを示した上で、「その議論の結果を尊重していきたい」と語った。米軍普天間飛行場（沖縄県宜野湾市）の名護市辺野古移設の方針に変わりがないことも強調した。主なやりとりは次の通り。
　―皇位継承の有識者会議は結論をいつ出すのか。
　国会の付帯決議に示された（安定的な皇位継承などの）課題は、菅政権で有識者会議が立ち上げられ、これまでしっかりとした議論が丁寧に重ねられてきた。スケジュールを含め、今後具体的にどのように会議を進めていくかは有識者会議で決める。有識者会議で行われる議論を見守っていきたい。国会への報告はしかるべきタイミングで考えることになる。
　―北朝鮮による拉致問題の早期解決をどう進めるか。
　２００２年に５人の拉致被害者が帰国されてから本日（１５日）で１９年となる。それ以来、一人の拉致被害者の帰国も実現していない。いまだに多くの被害者の方々が北朝鮮に取り残されていることは痛恨の極みだ。拉致問題は岸田内閣の最重要課題で、官房長官兼拉致問題担当相として政府内の総合調整を行うとともに、国内外の啓発に力を入れていきたい。特に若い人向けの広報に注力したい。
　―具体的に実現したい沖縄県の基地負担軽減策は。
　日米同盟の抑止力維持と普天間飛行場の危険性除去を考えると、辺野古移設が唯一の解決策との考え方を持っている。私は公務、プライベートで沖縄に年１、２回は訪問している。基地負担軽減問題の担当相としても、また１人の沖縄ファンとしても、しっかりと大好きな沖縄の問題に取り組んでいきたい。
　―手本としたい官房長官はいるか。どのような官房長官を目指すか。
　特定の誰というよりもそれぞれの先輩方の事例をよく勉強し、自分のカラーに合ったやり方で進みたい。岸田文雄首相をはじめ、各省を所管する大臣が仕事をしやすい環境をつくっていくのが役目ではないかと考えている。（2021/10/16-07:08）

Japan's new Chief Cabinet Secretary Hirokazu Matsuno has said in a media interview that the government of Prime Minister Fumio Kishida is ready to keep intact an experts' panel on stable Imperial succession launched under the previous administration and will respect the results of the panel's discussions.
   Asked when the experts' panel will reach its conclusion, Matsuno noted that the panel, set up under the administration of former Prime Minister Yoshihide Suga, "has had full-fledged discussions carefully" on issues including stable Imperial succession, which were included in an additional resolution that the Diet, the country's parliament, passed when it enacted in 2017 a special law allowing the abdication of then Emperor Akihito, now holding the title of Emperor Emeritus.
   How to proceed with future discussions, including a timeline, will be decided by the panel, Matsuno said, adding that the government will continue paying attention to its debates. The government will consider the appropriate timing for reporting the outcomes of the panel's discussions to the Diet, he also said.
   On North Korea's abductions of Japanese nationals decades ago, the top government spokesman noted that 19 years have passed since five abductees returned to Japan from the reclusive country in October 2002.
   "Since then, however, no abduction victim has been brought back home," Matsuno said. "It is very regrettable that many abduction victims are still trapped in North Korea."
