Ｇ７「台湾」明記へ調整　首脳宣言、中国人権に懸念

　日米欧など先進７カ国は１１～１３日の首脳会議（Ｇ７サミット）で採択する首脳宣言に「台湾海峡の平和と安定の重要性」を明記する方向で調整に入った。軍事・経済両面で台頭する中国にどう向き合うかがサミットの主要な焦点。台湾への軍事的威圧に反対する立場で足並みをそろえ、中国をけん制する。
　Ｇ７首脳の成果文書に「台湾」が入れば初めて。Ｇ７外相は５月に採択した共同声明に「台湾海峡の平和と安定」を明記しており、首脳レベルでも踏襲する考え。４月の日米首脳会談、５月の日・欧州連合（ＥＵ）定期首脳協議でも台湾問題を成果文書に盛り込んだ。
　首脳宣言は、中国による新疆ウイグル自治区での人権侵害、香港情勢への懸念を表明する方向。東・南シナ海問題では中国の現状変更の試みに反対する。北朝鮮には完全な非核化や拉致問題の即時解決を求める。外務省幹部は「日本が重視するのは、北朝鮮問題と中国の現状変更の試みへの反対だ」と強調した。
　東京五輪・パラリンピックについては、菅政権が目指す「安全、安心な大会開催」への支持を打ち出す方針だ。
　Ｇ７サミットは英南西部コーンウォールで開かれる。対面での開催は２０１９年８月の仏ビアリッツ・サミット以来で約２年ぶり。サミットの文書取りまとめは、米国第一主義を掲げたトランプ前政権時は、各国の対立が表面化して調整が難航した。外務省幹部は「今回のＧ７はスムーズに進むと思う」との見通しを示した。
　Ｇ７は、新型コロナウイルス対策や途上国へのワクチン支援、気候変動問題についても成果文書を発表する方向で調整している。
　菅義偉首相はサミット出席のため１０日夜に日本を出発し、１４日午後に帰国する。サミットには韓国の文在寅大統領も招かれているが、日韓首脳会談やバイデン米大統領も交えた日米韓首脳会談の予定はない。日本は日米首脳会談を調整しており、「日米韓会談の優先順位は低い」（外務省幹部）というのが本音だ。（2021/06/09-08:52）

The top leaders of the Group of Seven major countries will likely underscore the importance of peace and stability across the Taiwan Strait in their summit declaration, informed source said Tuesday.
   The leaders of Japan, the United States, Britain, Canada, France, Germany and Italy aim to keep Beijing in check by highlighting their opposition to China's military pressure on Taiwan as did the G-7 foreign ministers in their meeting in May, people familiar with the situation said.
   The Taiwan issue was also mentioned in documents issued after a Japan-U.S. summit in April and a summit of Japanese and European Union leaders in May.
   At the upcoming G-7 summit in Britain, the leaders are also expected to express their concerns over human rights abuses in China's Xinjiang Uighur autonomous region and the situation in Hong Kong and to voice opposition against Beijing's attempts to change the status quo in the East China Sea and the South China Sea, according to informed sources.
   They are believed to take up the North Korean issues as well and demand that Pyongyang completely scrap its nuclear program and immediately resolve the issue of abductions of Japanese nationals.
