北陸新幹線・工場、復旧半ば　浸水車両は廃車―台風１９号１カ月

　北陸新幹線車両の浸水をはじめ甚大な被害をもたらした台風１９号は１２日、上陸から１カ月となる。生産再開にこぎ着けた被災工場がある一方で、工場団地が浸水被害を受けた福島県郡山市では、パナソニックが操業を停止したまま。北陸新幹線は全線運転こそ再開したものの、運行本数が通常の８割にとどまり、復旧は道半ばだ。
　今回の台風では、北陸新幹線の車両全体の３分の１に当たる１０編成１２０両（１編成１２両）に浸水し、廃車が決まった。車両を保有するＪＲ東日本と西日本は製造し直す方針だが、費用は３００億円を超える見込みだ。
　車両減少により、北陸新幹線の運行にも支障が出ている。ＪＲ東は別途、上越新幹線用の新造車両を北陸に回すことで運行本数の確保に努めているが、通常本数に戻るのは来年３月の見通し。年末年始の帰省需要をにらみ、運行スケジュールの調整に知恵を絞る。
　パナソニックの郡山工場は復旧にあと１カ月程度を要する見通し。電子部品などの供給再開に向け中国、台湾の工場での代替生産を検討する。
　トヨタ自動車グループの豊田自動織機は１１日、部品の仕入れ先が被災したことで停止していた高浜工場（愛知県高浜市）をようやく一部再開。ＳＵＢＡＲＵ（スバル）も部品調達先の被災で群馬製作所（群馬県太田市）の操業を一時見合わせ、１万１０００台分の生産に影響が出た。
　農業も打撃を被っている。農林水産省によると、台風１９号とその後の大雨による農水関係被害額は２５００億円を超えており、政府は営農再開に向けた支援を急いでいる。（2019/11/12-07:10）

Factories and Shinkansen bullet train services affected by floods from powerful Typhoon Hagibis, which hit Japan a month ago, have yet to be fully restored.
   The 19th typhoon of the year temporarily halted services on the Hokuriku Shinkansen Line, which connects Tokyo and Kanazawa, Ishikawa Prefecture in central Japan. The line has resumed services, but is operating at around 80 pct of the predisaster schedule.
   Ten 12-car trains for the Shinkansen line, operated by East Japan Railway Co. , or JR East, and West Japan Railway Co. , or JR West, were inundated due to the flooding of a river.
   The damaged trains, which account for a third of all Hokuriku Shinkansen trains, are set to be scrapped, and JR East and JR West plan to build new trains at an expected cost of over 30 billion yen. Eight of the 10 damaged trains are owned by JR East and the remaining two by JR West. For the time being, JR East is trying to make up for the lost trains by using new trains intended for its Joetsu Shinkansen Line.
   The two companies expect that the Hokuriku Shinkansen services will return to normal levels in March 2020, meaning that they will have to be creative in handling high demand during the year-end and New Year holiday season.
