役場孤立、代替拠点定めず　財源、場所確保ネック―宮城・丸森町

　台風１９号による大雨で宮城県丸森町は役場周辺が冠水し、町長ら職員と住民の計約２４０人が一時孤立した。防災拠点である役場庁舎は浸水想定区域内にあったが、町は財源や場所の確保の問題から代替拠点を定めておらず、小規模な自治体の災害対応の難しさが浮かんだ。
　町のハザードマップによると阿武隈川が決壊した場合、役場周辺は最大５～１０メートル浸水する想定だった。今回は阿武隈川は決壊しなかったが、大量の雨水を排水できず内水氾濫が発生。庁舎周辺が最深１．２メートルほど冠水し、約２日間にわたりボートによる移動しかできなくなった。
　庁舎内への浸水は免れたが、固定電話がつながらず、外部との連絡は防災行政無線や携帯電話に限られた。町災害対策本部で対応に当たるべき県や国土交通省東北地方整備局の職員は冠水に阻まれ迅速に集まれず、初動対応に影響が出た。保科郷雄町長は「災害対策本部の移転についてしっかりと検証したい」と話し、代替拠点を検討する考えを示した。
　災害リスクを抱える役所庁舎は各地にある。２０１５年の関東・東北豪雨では鬼怒川の決壊で茨城県常総市役所が浸水し、行政機能が停止する事態に陥った。
　国は自治体に対し、災害時の「業務継続計画（ＢＣＰ）」を策定し、本庁舎が使用不能となった場合の代替拠点を定めるよう推奨する。ただ、１８年６月時点の市町村の策定率は約８割で、うち約２割は代替拠点を定めていない。小さい村や町では財源や地形の制約から難しいのが実情だ。
　丸森町の防災担当者も「リスクのない場所の確保や、防災対応の機材の配備などクリアしなければいけない課題は多い」と話す。
　防災政策を専門とする静岡大防災総合センターの岩田孝仁教授は「安全な代替拠点を設けるのが基本だが、余力がない自治体もある。都道府県は小さい自治体が機能不全に陥ったときにどう対応するか検討しておくべきだ」と指摘している。（2019/11/12-07:09）

The town office of Marumori, Miyagi Prefecture, was not smooth in its initial response when wide areas in the northeastern Japan town were submerged due to the downpour brought by Typhoon Hagibis in mid-October.
   The town hall escaped being flooded. But it was surrounded by water, with some 240 people, including the town mayor and municipal government officials in the building as well as local residents, stranded temporarily. Fixed-line phones were down and officials from the prefectural government and the land ministry could not get to the building promptly to respond to the disaster.
   Fiscal constraints and difficulty finding an appropriate site made it unable for the town government to designate an alternative disaster response base, despite the fact that the building is within an area expected to be hit by floods as deep as 5 meters if the banks of the nearby Abukuma River collapse.
   This time, river banks resisted collapsing. However, massive water flooded in surrounding areas from the rainwater drainage system, forcing town officials and residents to use boats as the sole transportation means.
   Marumori Mayor Kunio Hoshina said the town government will fully examine issues related to the relocation of the disaster management base.
