石井浩郎参院議員に利益提供＝証拠金不足で取引に「おわび」－ＪＰアセット

　自民党の石井浩郎参院議員（５５）が、金融派生商品（デリバティブ）取引の担保として預ける証拠金不足に陥ったにもかかわらず、ＪＰアセット証券（東京）から取引継続を可能にするなどの利益提供を受けていたことが５日、分かった。
　石井議員の事務所は同日、「取引の過程で一時期、証拠金不足の状態になったことは事実」とのコメントを発表した。特定顧客への利益提供は金融商品取引法違反の疑いがあるとして、証券取引等監視委員会が８月３０日付でＪＰアセットを行政処分するよう金融庁に勧告。ただ、顧客は明らかになっていなかった。
　監視委はＪＰアセットについて、２０１８年１０月から１９年５月までの業務運営を調べた結果、顧客１人が長期間、多額の証拠金不足に陥っている状況のまま取引を受託していた事実を確認。証拠金不足は調査対象の１４１営業日のうち、１１１営業日で発生していた。監視委は「こうした利益の提供は社会通念上、妥当性を著しく欠く」と厳しく指摘した。
　石井議員は、１０年参院選で初当選し、現在２期目。元プロ野球選手で近鉄（現オリックス）や巨人、ロッテなどに在籍した。事務所のコメントでは、すべての取引を清算済みとした上で、「（証券会社に負担させる行為は）認識が甘く勉強不足だった。ご心配をおかけした関係者の皆さまにおわび申し上げます」と謝罪した。（2019/09/05-21:02）

Japan Private Asset Securities Inc. gave favors to House of Councillors lawmaker Hiroo Ishii of the ruling Liberal Democratic Party in derivatives trading, it was learned Thursday.
   The securities house let Ishii, 55, continue derivatives trading though his deposited margin fell below the required level.
   "It is true that his account suffered a margin shortage for some time during the process of trading," according to a statement released by Ishii's office.
   On Friday, the Securities and Exchange Surveillance Commission recommended the Financial Services Agency to punish the securities house for giving favors to a specific customer in an alleged violation of the financial instruments and exchange law.
   The securities market watchdog, however, did not disclose the name of the customer.
