一時金上限６０万円に増額　飲食店の取引先支援―宣言延長で追加策・政府

　政府は２日、新型コロナウイルス感染拡大に伴う緊急事態宣言の延長に伴い、営業時間を短縮する飲食店などへの追加支援策の検討に入った。飲食店の取引先などに支給する一時金は上限を６０万円に増額する。財源として、これまでの対策で確保した予算の残りや、政府の判断でコロナ対策に支出できる予備費（残額３．８兆円）を活用する見通しだ。
　政府は１月の宣言再発令を受け、時短要請に応じた飲食店に最大月１８０万円の協力金を支払うほか、飲食店に食材を納入する業者らにも最大４０万円の一時金を支給することを決定。しかし、宣言延長で店舗の経営が一段と悪化するのは避けられない。このため、協力金は引き続き支給。取引先への一時金の上限については、中堅・中小企業で４０万円から６０万円に、個人事業主は２０万円から３０万円に引き上げる。
　また、菅義偉首相は２日夜の記者会見で、大企業の非正規労働者に対する支援措置を講じる考えを示した。休業手当を受け取れない労働者に支給する「休業支援金」は中小企業に勤める人が対象で、窮状を訴える声が出ているためだ。首相は「重層的なセーフティーネットにより、困難を抱えた方々を支える」と表明した。
　雇用を維持した企業への支援を上乗せする雇用調整助成金の特例措置は、宣言解除の翌月末まで延長される。ただ、財源である積立金の残高は事実上枯渇しており、今後は国費投入を迫られかねない。
　一方、国民に一律で配る特別定額給付金の再支給に関しては、多額の財源が必要なことから、政府は慎重な姿勢を崩していない。
　大和証券の試算によると、宣言が１カ月程度延長された場合、１～３月期の個人消費が約５０００億円下振れする。宣言解除後も景気下支えに向けた財政出動の圧力が強まるのは確実だ。（2021/02/03-07:06）

The Japanese government plans to give further support for affected businesses during the extended coronavirus state of emergency, by dipping into the remaining 3.8-trillion-yen reserves to fund measures for the fight against the virus.
   After declaring the current state of emergency in January, restaurants, bars and other eateries shortening operating hours became eligible for up to 1.8 million yen a month in "cooperation money" and their suppliers for lump-sum benefits of up to 400,000 yen, although the funds are far short of being sufficient.
   With the one-month extension of the emergency period until March 7 expected to worsen the plight of those businesses, Chief Cabinet Secretary Katsunobu Kato told a press conference Tuesday that the government will "consider necessary support measures including cooperation money and one-time benefits."
   In addition, the government may provide aid for non-regular workers at large companies in response to calls for expanding the scope of coronavirus relief benefits, which are currently given to employees at small and midsize firms who are not eligible for leave allowances, informed sources said.
   Meanwhile, the government has been reluctant to hand out cash again to all residents in the country because massive funds are required.
