日韓首脳会談、当面応ぜず＝「徴用工」判決１年、協定厳守を要求－政府

　日本政府は韓国の元徴用工問題をめぐり、１９６５年の日韓請求権協定を厳守し、解決を図るよう韓国政府に引き続き求める方針だ。日本企業に賠償を命じた韓国最高裁判決から３０日で１年となるが、双方の主張は平行線のまま。安倍晋三首相は韓国側が具体的な是正措置を講じない限り、文在寅大統領との首脳会談に応じない構えだ。
　菅義偉官房長官は２９日の記者会見で、徴用工問題について「わが国の立場は一貫しており、変更はない」と述べ、譲歩しない意向を改めて示した。
　国交正常化の際に締結された日韓請求権協定は、戦時中などに生じた両国間の請求権に関する問題の「完全かつ最終的な解決」を明記。日本は韓国に無償３億ドル、有償２億ドルの経済協力を行った。これを踏まえ、日本政府は韓国最高裁判決を「国際法違反」とする立場を取る。
　協定順守を要求し続けるのは、韓国に特例的な戦後処理を認めた場合、解決済みとしてきたその他の国との関係で「パンドラの箱」を開けかねない、とも判断するため。両国企業の資金拠出で被害者に慰謝料相当額を支給する韓国側提案も拒否した。日本政府関係者は「びた一文出さない。出せば韓国の主張を認めることになる」と指摘する。
　文大統領は、天皇陛下の即位礼正殿の儀に参列するため先に来日した李洛淵首相に安倍首相あての親書を託し、諸懸案の早期解決を呼び掛けた。今月末から１１月中旬にかけ安倍、文両氏が参加する東南アジア諸国連合（ＡＳＥＡＮ）関連首脳会議とアジア太平洋経済協力会議（ＡＰＥＣ）首脳会議が開かれる予定。韓国側はこれに合わせ、事態打開に向けた首脳会談開催を模索している。
　しかし、外務省幹部は「首脳同士で何も進展がなければ、日韓関係は本当に終わる」と会談に慎重な構えを崩さない。茂木敏充外相は２５日の会見で「韓国側が首脳会談を行える環境を整えられるかにかかっている」と述べ、韓国側の動向を注視する考えを示した。（2019/10/30-07:06）

A year after a South Korean Supreme Court ruling over wartime labor, the Japanese government has no intention to arrange a summit between Prime Minister Shinzo Abe and South Korean President Moon Jae-in unless the neighboring country takes concrete steps toward sorting out the situation.
   Wednesday marks the first anniversary of the ruling that ordered a Japanese company to pay compensation to South Koreans requisitioned to work for the firm during World War II.
   Tokyo plans to continue urging Seoul to resolve the wartime labor dispute by abiding by a 1965 bilateral pact on property and claims, which was signed along with a treaty to normalize the East Asian nations' diplomatic relations. The South Korean side has failed to act on the Japanese demand.
   The 1965 pact stipulated that issues regarding wartime claims between the two countries had been completely and finally resolved.
   "Our country's stance is consistent and is not going to be changed," Japanese Chief Cabinet Secretary Yoshihide Suga said at a press conference Tuesday, reaffirming the government's stance of not making any concessions to South Korea over the issue.
