「負け犬」なんかじゃない　障害者介助の元訓練犬―愛知・長久手市

　身体障害者を助ける介助犬になれなかった訓練犬のセカンドライフを支援しようと、愛知県長久手市がふるさと納税を募っている。介助犬を育成する日本介助犬協会（横浜市）によると、「狭き門」をくぐり抜けられなかった訓練犬への公的支援はないが、長久手市は「脱落したワンちゃんを必要としている人がいる」と寄付を呼び掛けている。
　介助犬は、車いすのけん引やドアの開閉、着替えの手伝いなどを通じ、手足が不自由な人の日常生活を幅広くサポートする。同協会によると、訓練期間は約１年半。毎年約３０頭が訓練を開始するが、期間中に身体的特徴や性格などで「向き不向き」が判断され、７～８割は国の認定試験を受ける前に脱落する。
　悩ましいのは、餌代や予防接種費だ。介助犬を目指している間は自治体から支援を受けられるが、脱落すると打ち切りになる。同協会によると、こうした費用は１頭当たり年２０万～３０万円に上るという。
　手を差し伸べたのが、全国でも数少ない介助犬専門の訓練施設がある長久手市だ。２０１８年、ふるさと納税で、使途を「元」訓練犬の予防接種費などに限定した寄付金募集を開始。今年は２３日時点で約８７０万円が寄せられた。
　同協会の礒貝歩美さん（３１）によると、脱落後、長期入院して病気と闘う子どもたちと触れ合う「ＤＩ（ドック・インターベンション）犬」として活躍する元訓練犬もいる。礒貝さんは「彼らは決して落ちこぼれではない。個性に応じて別で輝ける道を見つけてあげたい」と話している。（2020/12/26-14:00）

The central Japan city of Nagakute is utilizing the country's "furusato nozei" hometown donation system to support a second life for dogs who fail to become service animals.
   There is currently no public support for such dogs, according to the Japan Service Dog Association. "There are people who need dropout dogs," a Nagakute official said, seeking donations for them.
   Service dogs assist people with disabilities, such as wheelchair users, helping them open doors and change clothes. Candidate dogs receive training over some 18 months, according to the association.
   Some 30 candidates are trained to become service dogs a year in the country. But 70-80 pct of them drop out as they are judged unsuitable.
   During training, they can get financial support from municipalities for feeding and immunization. The aid is terminated, however, if they are found unqualified. Some 200,000 yen to 300,000 yen is necessary per dog a year, according to the association.
