短時間でも売買再開　再発防止で中間案―東証

　東京証券取引所のシステム障害と終日売買停止を受けた再発防止策の中間報告案が１８日、分かった。障害発生当日中に「短時間でも売買を再開する」とし、注文の扱いなどの基準を明確化する。２１日に証券会社などと開く「再発防止策検討協議会」で取りまとめる。
　報告案では、当日中の取引機会の提供を極力重視する必要があると指摘。午後２時半までに注文受け付けを始められれば、同４５分から売買を再開する。通常の終了時間となっている午後３時までの再開が難しい場合も想定し、時間延長が可能かどうかを今後検討する。
　円滑な売買再開のため必要と判断すれば、東証が受け付けていた注文を「能動的に失効させる」方針も明記した。その場合は原則として証券会社が復旧後に再注文を出す。意見公募を経て、来年４月までに施行する。
　売買再開に当たっては、売買代金シェア５０％以上の証券会社や、個人投資家の同３０％以上が参加可能になることを条件とした。
　再発防止策の実効性を確保するため来年度、休日に障害テストを実施するとしている。
　売買停止問題は宮原幸一郎社長（当時）の引責辞任に発展した。親会社の日本取引所グループ最高経営責任者（ＣＥＯ）で東証社長を兼務する清田瞭氏は１８日の記者会見で、「来年４月には新社長の下でスタートできるようにしたい」と語った。（2020/12/19-07:14）

The Tokyo Stock Exchange will seek to resume trading on the day of a system glitch "even for a short time," according to the exchange's draft interim report on measures to prevent full-day trading suspension like the one on Oct. 1.
   Putting strong emphasis on the importance of providing investors with stock trading opportunities even on the glitch-happening day, the draft report, obtained Friday, says the TSE will resume trading at 2:45 p.m., just 15 minutes before the closing bell on normal market days, if it becomes possible to accept orders from 2:30 p.m.
   To cope with a situation where resumption by 3 p.m. is difficult, extending trading hours will be considered.
   The maket will be reopened when at least 50 pct of securities firms and 30 pct of individual investors in terms of trading value are ready to join.
   The draft report also stipulates "active cancellation" of orders accepted by the TSE if it is deemed necessary for the smooth resumption of trading. In such cases, brokerage firms will send orders again after trading resumes, in principle. The TSE aims to implement this measure by the start of fiscal 2021 in April after soliciting public opinions.
