不妊助成、額・回数が焦点　所得制限は撤廃、調整本格化―政府

　政府は少子化対策のため、不妊治療助成の拡充策について本格調整に入る。現在は夫婦合算で７３０万円未満とする所得制限を撤廃する方針だ。原則１回１５万円としている助成額や、最大通算６回までとしている助成回数も増やす考え。２０２０年度第３次補正予算案に盛り込む方向で、今後は具体的な額や回数が焦点となる。
　菅義偉首相は不妊治療の保険適用の早期実現を目指している。厚生労働省はそれに先立ち、現行の助成制度を拡充する考えだ。
　１回の助成額は、与党が将来的な保険適用を見据え、原則３０万円（初回は４０万円）を提案。回数は４０歳未満の場合、現行で最大通算６回だが、３５歳以下なら無制限とし、第２子以降を望む夫婦のため３６歳以上も１子ごとに最大６回とするよう求めている。政府はこうした提案を踏まえ、検討を進める。
　男性の治療には現在、精巣内などから精子を人工的に取り出す手術に原則１回１５万円を助成している。この助成額についても、女性と同じ額に引き上げる方向だ。
　政府は与党の提言を受け、法律婚の夫婦に加え、事実婚のカップルも含めるかどうか検討する。年齢は現行通り、治療開始時点の妻の年齢が「４３歳未満」を維持する方針だ。
　ただ今年度は、新型コロナウイルスの影響で治療を延期する夫婦が多く、厚労省はこうしたケースに対応するため、治療費の助成対象となる妻の年齢要件を時限的に「４４歳未満」に緩和している。政府はこの措置を２１年度も延長するかどうかも議論する考えだ。（2020/11/22-07:09）

The Japanese government is planning to expand its subsidies for fertility treatment to combat the declining birth rate.
   The government is poised to scrap the income cap for receiving the subsidies, currently set at less than 7.3 million yen for the combined incomes of both spouses.
   It is also considering raising the subsidy amount from the current level of 150,000 yen per session of treatment in principle and the maximum number of times at which each recipient couple can obtain subsidies from the current six.
   The changes will be included in the planned third supplementary budget for fiscal 2020. The focus of discussions now shifts to the exact figures.
   Prime Minister Yoshihide Suga is seeking to extend the public health insurance coverage to fertility treatment. The health ministry hopes to expand the subsidy system before his policy target is achieved.
