「コロナ感染拡大速度増、厳しい状況」　北海道は行動制限など必要―厚労省助言組織

　新型コロナウイルス対策を助言する厚生労働省の専門家組織「アドバイザリーボード」（座長・脇田隆字国立感染症研究所長）の会合が１９日午後、同省で開かれ、「感染拡大のスピードが増しており、このまま放置すればさらに急速な感染拡大に至る可能性がある。厳しい状況が続いている」との見解を公表した。
　専門家組織は、感染増が顕著な地域として北海道や首都圏、関西圏、中部圏を挙げた。特に北海道について、「札幌市を中心に病床が逼迫（ひっぱく）し、調整が困難になるなど厳しい状況」と指摘。「一部の地域では、接触機会の削減・行動制限などの厳しい対策が求められる」と強調した。
　脇田座長は記者会見で「感染を下げられないと、さらに（全国で）医療機関が逼迫する状況が近づく。年末に向けて感染状況を改善することを目標にしたい」と述べた。
　会合では、１人の感染者が平均してうつす人数「実効再生産数」について、全国では感染拡大を示す「１」を超える１．３１（１日時点）との推定値が示され、前回推定値の１．１８（１０月２１日時点）から大幅に上昇した。各地の推定値（今月２日時点）は北海道１．２７、東京１．８６、愛知１．３０、大阪１．５７などだった。
　全国の人口１０万人当たりの新規感染者数は、１１日までの１週間は６．３５人だったが、１８日までの１週間では８．９５人に増加。北海道は２１．６６人が２９．１２人、東京は１２．６５人が１６．８５人、大阪は１３．４５人が１８．８６人に増えた。
　全国の病床使用率（１１日時点）は１６．８％で、北海道は２４．０％に上った。東京は２６．８％、大阪は３３．２％で２５％を超え、感染拡大が４段階中２番目に深刻な「ステージ３」の水準となった。（2020/11/19-23:39）

The spread of novel coronavirus infections is picking up pace in Japan, and the situation is severe, a health ministry advisory board on the epidemic said Thursday.
   In the day's meeting to assess the virus situation in the country, including Tokyo and the northernmost prefecture of Hokkaido, the board warned that if the situation is left untouched, a more rapid spread of the virus would be possible.
   In the previous meeting, held on Nov. 11, the board, chaired by Takaji Wakita, head of the National Institute of Infectious Diseases, said that the pace of new infection cases started to increase in November, with growth in infections seen mainly in Hokkaido, the western prefecture of Osaka and the central prefecture of Aichi.
   The estimated effective reproduction number, or the average number of people to whom an infected person transmits the virus, stood at 1.31 for the entire country as of Nov. 1, up from 1.18 as of Oct. 21, the advisory board said in Thursday's meeting. A reading of 1.0 or higher indicates that infections are spreading.
   By prefecture, the estimated effective reproduction number came to 1.27 in Hokkaido as of Nov. 2, 1.86 in Tokyo, 1.30 in Aichi, 1.57 in Osaka and 1.07 in Okinawa, southernmost Japan, according to the board.
