「重複」厳格化、自民に動揺　対象者反発、各派例外求める―衆院選

　自民党が次期衆院選に向け、小選挙区と比例代表の重複立候補に関する内規を厳格に適用する方針を決め、党内に動揺が広がっている。内規は連続２回以上小選挙区で敗れ、比例で復活当選した場合は原則として重複を認めない内容で、対象者は政治生命に直結しかねない。各派も所属議員の例外扱いを求めて動きだした。
　内規は２０１７年の前回衆院選後に定められ、党員獲得状況や惜敗率などを勘案して例外を認めることも明記した。
　党幹部によると、この規定の仕方もあり「目に余るレベルで緩みが生じている」と判断。菅義偉首相（党総裁）と山口泰明選対委員長が８日に会い、厳格適用を確認した。首相は１６日も周辺に「厳しくやりたい」と語った。
　対象者は２５人。首相と距離のある岸田派の議員が複数含まれる一方、総裁選で首相を支持した細田、麻生両派や二階俊博幹事長率いる二階派の議員も相当数がおり、「実際はどこかを狙い撃ちしたものでは」と臆測も飛び交う。
　細田派の下村博文政調会長は１５日、岩手県北上市で開かれた同派の藤原崇衆院議員のパーティーに駆け付け、「小選挙区で勝てなければその先はない」と危機感の共有を訴えた。藤原氏は小選挙区で小沢一郎氏（現立憲民主党）に３回連続で敗れ、いずれも比例復活した。
　２５人の中には藤原氏以外にも、立憲の枝野幸男代表や中村喜四郎元建設相ら選挙に強い野党ベテランと戦い、比例で救われてきた議員がいる。当選２回の若手は「まじめに頑張っているのに士気が下がる」と反発。中堅の一人は純粋比例で議席を得ているケースと比べて不公平な扱いだとして「不満が爆発するだろう」と語った。
　一方、各派の幹部としては、所属議員を守れなければ求心力に影響する。ある派閥会長は党幹部に、議員の具体名を挙げて「うちのは相手が強いんだから頼むよ」と配慮を求めた。
　二階氏は１６日の記者会見で、内規の厳格適用について「まだ聞いていない」と答え、不快感をにじませた。例外を認める規定が残ることもあり、二階派幹部は「候補の差し替えなんて簡単にできる話ではない」とけん制した。（2020/11/17-07:07）

Japan's ruling Liberal Democratic Party has decided to tighten the application of an internal rule on double election candidacy from the next House of Representatives election, upsetting some party members.
   Under the rule, party members will be basically banned from running for both a constituency seat and a proportional representation seat if they lose constituency battles but secure proportional representation seats in two or more Lower House elections in a row.
   The rule, which was created after the 2017 election for the all-important lower chamber of the Diet, Japan's parliament, includes a provision that party members can be exempted from the double candidacy restriction, depending on their contributions to expanding the party's membership, as well as the margins of their constituency defeats.
   Due to the provision, "an intolerable level of complacency is seen" within the LDP, a party executive said.
   In a meeting on Nov. 8, Prime Minister Yoshihide Suga, also president of the LDP, and Taimei Yamaguchi, head of the LDP Election Strategy Committee, agreed on the stricter application of the double candidacy rule. Suga told an aide on Monday that he will take a tough stance on the matter, according to informed sources.
