小中不登校１８万人　過去最多、７年連続増―文科省・問題行動調査

　文部科学省が２２日公表した問題行動・不登校調査によると、２０１９年度に不登校が理由で小中学校を３０日以上欠席した児童生徒は１８万１２７２人で、過去最多を更新した。増加は７年連続で、約１０万人が９０日以上欠席していた。
　内訳は、小学校が５万３３５０人、中学校が１２万７９２２人。学年が上がるごとに人数が増え、中３は４万８２７１人だった。全体の児童生徒に占める割合は、小学校で０．８％、中学校で３．９％。
　不登校の主な原因は「無気力、不安」が最も多く、「いじめを除く友人関係」「親子の関わり」が続いた。学校などで指導を受けた結果、１９年度中に登校するようになった児童生徒は、全体の２２．８％にとどまった。
　高校は５万１００人で、前年度を下回ったが、横ばいが続いている。
　不登校の増加について、文科省は「憂慮すべき状況」としつつ、休養の必要性や支援強化をうたった教育機会確保法が１７年に施行され、「趣旨が浸透してきた側面もある」としている。（2020/10/22-20:32）

The number of elementary and junior high school students in Japan who refused to go to school for a total of 30 days or more in fiscal 2019 rose for the seventh straight year to hit a record 181,272, an education ministry survey showed on Thursday.
   Of them, about 100,000 students were absent from school for 90 days or more.
   The total consisted of 53,350 elementary school students and 127,922 junior high school students, including 48,271 third-graders at junior high schools. The number of school absentees increased with grade seniority.
   Such children accounted for 0.8 pct of all students at elementary schools and 3.9 pct at junior high schools.
   As the reason for refusing to go to school, feelings of lethargy or anxiety were most cited in the survey, followed by relationships with other students, excluding bullying cases, and those with parents.
