温室ガス「５０年実質ゼロ」　菅首相、所信演説で新目標―温暖化対策、ＥＵと足並み

　菅義偉首相が２６日に行う国会の所信表明演説で、温室効果ガスの排出量を２０５０年に実質ゼロにする新目標を打ち出すことが分かった。欧州連合（ＥＵ）は既に同様の目標を掲げている。日本も「脱炭素社会」実現に向けて足並みをそろえ、地球温暖化対策を重視する姿勢を強調する狙いがある。政府関係者が２２日、明らかにした。
　首相は２６日召集の臨時国会初日、衆参両院本会議で演説に臨む。就任後初めて国会で演説する場となり、菅政権が取り組む重点政策を説明する。
　首相は２２日、小泉進次郎環境相と首相官邸で会い、演説内容をめぐり協議。この後、小泉氏は記者団に「私は以前から５０年までの排出ゼロを求めてきた」と述べた。
　温暖化対策に関する国際的枠組み「パリ協定」は、世界の気温上昇を産業革命前から「２度を十分下回り、できれば１．５度に抑える」ことを目標とする。日本は昨年６月、この達成に向けた長期戦略を閣議決定。温室ガス排出を実質ゼロとする「脱炭素社会」を今世紀後半のできるだけ早期に実現することを盛り込んだが、具体的な時期を示していなかった。
　演説で触れる「実質ゼロ」は、二酸化炭素（ＣＯ２）などの温暖化ガス排出量から森林などで吸収される量を差し引いた値がゼロになることを指す。（2020/10/22-12:30）

Japanese Prime Minister Yoshihide Suga will declare a new goal for the country to reduce its greenhouse gas emissions to effectively zero by 2050, government officials said Thursday.
   The prime minister will lay out the carbon neutrality goal, similar to the one already set by the European Union, in his policy speech to an extraordinary session of parliament to be convened on Monday, highlighting his resolve to turn Japan into a "decarbonized society" to tackle global warming, according to the officials.
   It will be Suga's first policy speech since he took office last month to succeed Shinzo Abe. The speech will be given on the first day of the parliamentary session.
   The 2015 Paris Agreement for greenhouse gas emission cuts calls for limiting the average global temperature increase to below 2 degrees Celsius from the preindustrial levels, as well as for pursuing efforts to curb the mercury rise to below 1.5 degrees.
   In June last year, the Japanese government adopted at a cabinet meeting a long-term strategy for achieving the Paris accord targets. The strategy included a plan to make Japan become a decarbonized society, which does not depend on fossil fuels such as oil and coal, and go carbon neutral at the earliest possible date in the second half of the 21st century, but did not mention any specific timing for achieving the goal.
